HomeMy WebLinkAboutItem 3C: Approval of ECLA Interim Grant Products ECC UGENE ITY OUNCIL AIS GENDA TEM UMMARY Acceptance of Products Associated with Department of Land Conservation and Development Grant for Eugene Comprehensive Lands Assessment Meeting Date: August 10, 2009 Agenda Item Number: 3C Department: Planning and Development Staff Contact: Jason Dedrick www.eugene-or.gov Contact Telephone Number: 541-682-5451 ISSUE STATEMENT This item is needed to satisfy a requirement of grant funding received from the Department of Land Conservation and Development (DLCD) for the Eugene Comprehensive Lands Assessment (ECLA) project. For the City to receive distribution of grant funds, the grant document requires that the City provide DLCD with meeting minutes showing that the City Council “accepted” the Economic Opportunities Analysis (EOA) and Housing Needs Analysis (HNA) documents that have been prepared using grant funds. This “acceptance” is not an “adoption” of the EOA and HNA documents and does not preclude the City Council from making future modifications to the EOA or HNA as work continues without grant funding. BACKGROUND The goal of ECLA is to determine whether there is a sufficient supply of land on the Eugene side of the current Eugene-Springfield Urban Growth Boundary (UGB) to meet Eugene’s projected demand for residential, commercial, industrial, and public/semi-public land over the next 20 years. This study addresses Oregon House Bill 3337, which directed the City of Eugene to undertake a study of residential lands sufficiency. The scope was expanded by the City Council to assess all land types, including employment lands (commercial and industrial) and public/semi-public land needs. The City applied for, and was awarded, a grant in the amount of $100,000 from DLCD. This grant funding is specifically being utilized to contract with ECONorthwest to prepare an EOA and an HNA to be used in the ECLA project. The contents of the EOA and HNA documents are specifically dictated by state statute or rule, as well as by the conditions of the grant. Because the state requires extensive reporting of background information such as national, state and local trends, these documents are very large. Due to the resulting large file size, the full EOA and HNA documents have been provided in hard copy format in the council office, while a summary of the contents of the documents is provided in Attachment A. At work sessions in April and July, staff presented all the baseline assumptions associated with the land need determination. These assumptions form the basis for the EOA and HNA documents prepared by ECONorthwest under the grant. The council is still reviewing some of the baseline assumptions at this time; an additional work session is scheduled for August 10 to continue the discussion from the July 22 work session. Please note that staff’s recommended “acceptance” of the EOA and HNA documents prepared under the grant is expressly for the purposes of meeting grant requirements and does not Z:\CMO\2009 Council Agendas\M090810\S0908103C.doc constitute council adoption of the baseline assumptions or other contents of these products. The EOA and HNA will be presented to the council again with more complete information this fall after an opportunity for additional public involvement. RELATED CITY POLICIES ? The City Council has included ECLA as a priority item on the Planning Division Work Program. ? Growth Management Policies are related to ECLA, most notably policies 1, 2, and 5. Policy 1 – Support the existing Eugene Urban Growth Boundary by taking actions to increase o density and use existing vacant land and under-used land within the boundary more efficiently. Policy 2 – Encourage in-fill, mixed-use, redevelopment, and higher density development. o Policy 5 – Work cooperatively with Metro area partners (Springfield and Lane County) and other o nearby cities to avoid urban sprawl and preserve the rural character in areas outside the urban growth boundaries. COUNCIL OPTIONS Option A: Accept the EOA and HNA documents prepared under the DLCD grant to allow DLCD to release funds to the City. Option B: Direct the City Manager to revise the EOA and HNA documents prepared under the DLCD grant, based on specific direction from the council. Option C: Do not accept the EOA and HNA documents prepared under the DLCD grant to allow DLCD to release funds to the City and pursue alternative revenue sources for the ECLA project. CITY MANAGER’S RECOMMENDATION The City Manager recommends Option A: Accept the EOA and HNA documents prepared under the DLCD grant to allow DLCD to release funds to the City. SUGGESTED MOTION Move toaccept the Economic Opportunities Analysis and Housing Needs Analysis documents prepared pursuant to DLCD Grant # TA-U-09-196 for use in updating long-range plans and implementing regulations. This analysis meets the requirements of Statewide Planning Goal 9 and adheres to the detailed methodology described in Oregon Administrative Rule (OAR 660-009). Contents – The contents of the EOA are specifically defined in OAR 660-009. As such, the EOA is divided into the following sections: ? Framework for Economic Development – Presents the methods used to determine employment land sufficiency in Eugene. ? Economic Trends Affecting Future Economic Growth in Eugene – Summarizes historic economic trends (local, state and national) that affect current and future economic conditions in Eugene. ? Factors Affecting Future Economic Growth in Eugene – Summarizes Eugene’s competitive advantages formed by the mix of factors present in Eugene. ? Employment Growth and Target Industries – Presents a forecast for employment growth and an analysis of the types of firms that are likely to locate in Eugene. ? Land Demand and Site Needs in Eugene – Estimates the amount of commercial and industrial land that will be needed over the next 20 years. Housing Needs Analysis Purpose – To assess how much and what types of housing will be needed in Eugene between 2010 and 2030. This analysis meets the requirements of Statewide Planning Goal 10 and adheres to the detailed methodology described in Oregon Revised Statute (ORS 197.296). Contents – The contents of the HNA are specifically defined in ORS 197.296. As such the HNA is divided into the following sections: ? Framework for Housing Needs – Presents the methods used to determine housing land sufficiency in Eugene. ? Estimate Housing Units Needed – Presents housing units needed over the planning period based on population growth between 2010 and 2030. Includes analysis of the variables reflected in the baseline assumption such as household size and vacancy rates. ? Trends Affecting Housing Mix and Density – Summarizes historic demographic and economic trends (local, state and national) that may affect housing mix and density. Includes analysis of the variables reflected in the baseline assumption such as changes in housing mix, price and tenure. ? Affordable Housing – Determines the types of housing that are likely to be affordable based on a review of changes in income, housing price and rental costs. ? Estimate Units Needed – Determines the number of units needed by housing type based on the findings from the previous sections.
