BACKGROUND In 2005, the City Council authorized funding for a Cultural Policy Review as an integral part of the Arts and Outdoors City Council goal. The CPR was initiated to provide clarification for the council and the public on the future role of the City of Eugene in arts and culture. WolfBrown consultants conducted the review with the assistance of the Mayor’s 21-member citizen advisory committee. The yearlong review involved more than 3,000 individuals in identifying the importance of arts and culture in our community. In July, 2007, the Cultural Policy Review report was presented to the Mayor and City Council and was accepted unanimously. In the report, five key goals were identified that strengthen and enhance Eugene’s culural sector so that it can contribute to the vitality of Eugene. Those goals are: 1.To strengthen public and private sector engagement, leadership, and funding for arts and culture in Eugene. 2.To provide comprehensive arts learning experiences for Eugene’s children, youth, and adults. 3.To build participation in and audiences for arts and culture in Eugene. 4.To strengthen the ability of cultural organizations and artists to serve the community. 5.To integrate arts and culture into the fabric of downtown Eugene and other neighborhoods as part of a comprehensive strategy of revitalization. In the fall of 2007, Library, Recreation and Cultural Services Department Executive Director Renee Grube identified seven community leaders and formed an implementation team, as suggested in the CPR, to begin work on implementing the following priority one strategies: ? Establish an “alliance for arts and culture that will coordinate and strengthen the efforts of the public, private, and nonprofit cultural sectors and foster high-level civic leadership in support of arts and culture. ? Define a broader role for the City of Eugene relative to arts and culture and provide the necessary staff and budgetary support. Z:\CMO\2009 Council Agendas\M090812\S090812C.doc ? Establish and fund a dedicated endowment or trust of Eugene’s cultural organizations and increase public and private sector financial support for arts and culture. ? Conduct a thorough review of Hult Center operations to develop, if necessary, a new mission and implement a new operating model that will support the mission in a long-term, financially sustainable way. ? Implement a coordinated awareness campaign to highlight the value and strength of Eugene’s arts and culture. Significant progress has been made on these priority items, as well as others identified in the report. A status report of the progress made to date is included as attachment B. RELATED CITY POLICIES This item supports the City Council’s Vision and Goals for Accessible and Thriving Culture and Recreation, Sustainable Development and Effective, Accountable Municipal Government. It also supports the council’s endorsement of branding Eugene as the “World’s Greatest City of the Arts & Outdoors” and our commitment to strengthen Eugene’s arts and outdoors assets. GOAL 1 To strengthen public and private sector engagement, leadership, and funding for arts and culture in Eugene. Strategy 1.1 – Priority 1 Establish an “Alliance” for arts and culture that will coordinate and strengthen the efforts of the public, private, and nonprofit cultural sectors and foster high-level civic leadership in support of arts and culture. ? Researched nationwide for organizations that focused on developing business and arts leadership and funding. ? Hosted a speaking luncheon for George Thorn and Virginia Willard from the Portland organization Northwest Business for Culture & the Arts that has been engaged in this work for 20 years. ? Developed mission and vision for the “Alliance.” ? Jon Ruiz, Royce Saltzman, James Bean, Jody Hall and Dave Hauser joined the Alliance Steering Committee to create the “Founding Members of the Arts and Business Alliance”. ? City of Eugene, Chamber of Commerce, Travel Lane County, U of O, and LCC agreed to take the “Executive Leadership” role of the Alliance. ? Developed working committees to engage more community members in work of the Alliance, i.e., awareness. ? Fall 2008 hosted the first Arts & Business Alliance of Eugene luncheon featuring speakers from the arts and business sectors. ? Strategy 1.4 – Priority 1 Conduct a thorough review of Hult Center operations to develop, if necessary, a new mission and implement a new operating model that will support that mission in a long-term, financially sustainable way. ? Contracted with Steven Wolff of AMS Consulting in Boston to conduct a strategic benchmarking study to aid in the assessment and planning process for the Hult Center of the Performing Arts. ? Individuals from the arts and culture sector have been asked to serve on a number of committees to ensure the artistic perspective is part of the conversation in planning processes. Strategy 5.2 – Priority 3 Establish approaches to cultural development in the downtown that dovetail with community priorities. ? “Summer in the City” and other activiites associated with the use of public gathering locations encourage revitalization and new relationships. Strategy 5.3 – Priority 3 Enhance Eugene’s physical environment through public art in downtown and throughout the City. ? Awarded a $25,000 grant from the National Endowment for the Arts (NEA) to fund consultant services to develop Eugene’s first Public Art Master plan. NEA noted that the Cultural Policy Review was an important element in granting funds. ? Developed a document linking all City of Eugene plans together that identify public art as a key element as a foundation from which consultants can work. ? Developed a Public Art Master Plan steering committee comprised of the Public Art Committee and interested community leaders including the University of Oregon. ? Organization Statement Through vision, leadership and service, the Arts & Business Alliance of Eugene is dedicated to enriching the cultural life of our community by acting as a catalyst for creating dynamic partnerships between the arts, culture and business sectors. The Arts & Business Alliance of Eugene will bring the strengths of the arts and business sectors together to: ? Increase awareness that the goals of each sector are congruent. ? Enhance community-wide awareness of the economic, educational, and business benefits of arts and culture. ? Recognize and stimulate community leadership in arts and culture. ? Advocate for arts investment and participation. ? Contribute to the economichealth and livability of the community. What We Do ABAE encourages business leaders to take leadership roles within the arts and culture sector and the arts and culture sector to recognize the economic vitality the business sector contributes to the community. The ABAE may develop programs to enhance the local livability and economic success of our community by: ? Placing professionals as volunteer consultants with non-profit arts and cultural organizations. ? Supporting training opportunities to enhance the effectiveness of non-profit boards and committees. ? Making presentations to community groups to build awareness of the positive community impact of collaborations between the two sectors. ? Creating a community-wide web-based cultural calendar. Why We believe the goals of business and the arts are congruent. Business is essential to a viable arts community and arts are good for business. In communities across the nation, the arts and business sectors are successfully collaborating to contribute to the quality of life in their region; drive economic development; stimulate creativity and innovation; and strengthen the ability of business to recruit and retain a diverse group of individuals who will bring exceptional skills to the community. We believe it is time to champion these efforts in Eugene.
