Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Lyndsie Leech, and Randy Groves Mayor Knudson opened the June 23, 2025, meeting of the Eugene City Council in hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building.
1. PLEDGE OF ALLEGIANCEJohn Hampton, Philip Edward Highwood, and William Alan Vollmer, from American Legion Post 83, led the Pledge of Allegiance and readings of the Declaration ofIndependence and the Bill of Rights in honor of Independence Day on July 4.
2. CEREMONIAL MATTERSMayor Knudson mentioned the proclamation for Steve Prefontaine Day on July 5, 2025, in honor of the 50 th edition of the Prefontaine Classic.
3. COMMITTEE REPORTS AND ITEMS OF INTEREST•Councilor Keating -thanked the guests from American Legion Post 83; noted his attendance at the June 14 No Kings Day protest; stated his appreciation for the work of Eugene Police Department during the peaceful protest. •Councilor Groves -stated his appreciation for the guests from American Legion Post 83; noted he had attended their September 11 remembrance event last year; shared updates from the Intergovernmental Relations Committee regarding the City's legislative priorities in the current legislative session; noted an end of session memo will be shared with Mayor and Council. •Councilor Zelenka -thanked the guests from American Legion Post 83; noted arecent visit to Independence Hall in Philadelphia.•Councilor Leech -noted her attendance at the Reimagining Resistance panel and awards ceremony held by the Human Rights Commission.

MOTION: Councilor Evans, seconded by Councilor Leech, moved to approve the items on Consent Calendar 1. Council Discussion: •Councilor Zelenka -noted he has known and worked with Dawn Lesley, the appointee to the Metropolitan Wastewater Management Commission, for over 20 years and he highly recommends her.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves.
OPPOSED: None.
5. Public Hearing and Action: Resolution Adopting a Supplemental Budget; Making
Appropriations for the City of Eugene for the Biennium Beginning July 1, 2023
and Ending June 30, 2025. City Manager, Sarah Medary, introduced the topic and provided background information.Mayor Knudson opened the Public Hearing. 1. Ryder Hales -spoke against the proposed resolution. 2. Jacob Trewe -spoke in favor of the proposed resolution.3. John Barofsky-spoke in favor of the proposed resolution.4. Stefan (Ace Dog) Strek -spoke against the proposed resolution.Mayor Knudson closed the Public Hearing.
MOTION: Councilor Evans, seconded by Councilor Leech, moved to adopt a resolution adopting a supplemental budget; making appropriations for the City of Eugene for the biennium beginning July 1, 2023 and ending June 30, 2025.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves.
OPPOSED: None.
6. Public Hearing and Action: A Resolution Adopting the Budget and Making
Appropriations for the 2025-2027 Biennium beginning July 1, 2025, and ending
June 30, 2027; A Resolution Determining, Levying and Categorizing the Annual Ad
Valorem Property Tax Levy for the City of Eugene for the Fiscal Year Beginning
July 1, 2025, and Ending June 30, 2026; A Resolution Electing to Receive State
Revenue Sharing Funds Pursuant to Section 221. 770 of Oregon Revised Statutes;
A Resolution Certifying that the City of Eugene Provides the Municipal Services
Required by Oregon Revised Statutes Section 221.760 in Order to Receive State
Shared Revenues.

City Manager, Sarah Medary, introduced the topic and provided background information. Mayor Knudson opened the Public Hearing. 1. Lin Woodrich -spoke against the proposed resolutions.2. MOTION: Councilor Evans, seconded by Councilor Leech, moved to approve a Resolution electing to receive State Revenue Sharing funds pursuantto Section 221. 770 of Oregon Revised Statutes.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves.
OPPOSED: None.
MOTION: Councilor Evans, seconded by Councilor Leech, moved to approve a Resolution certifying that the City of Eugene provides the municipal services required by Oregon Revised Statues Section 221.760.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves.
OPPOSED: None.
MOTION: Councilor Evans, seconded by Councilor Leech, moved to approve a Resolution determining, levying and categorizing the annual ad valorem property tax levy for the City of Eugene for the fiscal year beginning July 1, 2025, and ending June 30, 2026.

OPPOSED: None. Council Discussion: •Councilor Clark -noted this hearing concluded the budget process for the year; noted this is the last budget process for the retiring City Manager. Mayor Knudson closed the meeting of the Eugene City Council and convened a meeting of the Eugene Urban Renewal Agency.
7. Public Hearing and Action: A Resolution of the Urban Renewal Agency of the City
of Eugene Adopting the Budget and Making Appropriations for the Biennium
Beginning July 1, 2025, and Ending June 30, 2027; A Resolution Declaring the
Amount of Tax to be Certified for the Fiscal Year Beginning July 1, 2025, and
Ending June 30, 2026. Agency Director, Sarah Medary, introduced the topic and provided background information.Mayor Knudson opened the Public Hearing. 1. Stefan (Ace Dog) Strek -spoke against the proposed resolutions.Mayor Knudson closed the Public Hearing.
MOTION: Councilor Evans, seconded by Councilor Leech, moved to approve a Resolution of the Urban Renewal Agency of the City of Eugene declaring the amount of tax to be certified for the fiscal year beginning July 1, 2025, and ending June 30, 2026.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves.
OPPOSED: None.
MOTION: Councilor Evans, seconded by Councilor Leech, moved to approve a Resolution of the Urban Renewal Agency of the City of Eugene adopting the budget and making appropriations for the biennium beginning July 1, 2025, and ending June 30, 2027. OPPOSED: None. Mayor Knudson closed the meeting of the Eugene Urban Renewal Agency and convened a meeting of the Eugene City Council.
1. Action: An Ordinance Vacating a Portion of First Avenue West Located Within
the Plat of Pioneer Resources Business Park and Providing for an Effective
Date. City Manager, Sarah Medary, introduced the topic and provided background information.
MOTION: Councilor Evans, seconded by Councilor Leech, moved to adopt an Ordinance vacating First Avenue West located within the Plat of Pioneer Resources Business Park and providing for an effective date, as provided in Attachment B to this AIS.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves.
OPPOSED: None.
2. Action: An Ordinance Vacating a Portion of Moss Alley and Providing for an
Effective Date. City Manager, Sarah Medary, introduced the topic and provided background information. Council Discussion: •Councilor Zelenka -asked if the site review requirements were put in place by ahearings official; noted the removal of the site review could change the route taken by delivery vehicles, thereby increasing neighborhood traffic; asked about the enforcement mechanisms for the proposed new route; asked about theproposed new routes given there is no enforcement mechanism to compel drivers to use them; noted the University of Oregon has not been willing to put together a voluntary conditional use permit or any other restrictions as theydevelop this section of the Fairmount Neighborhood; stated he believes it is up to the Council and the Planning Commission to preserve the quality of life in the neighborhood and to keep the University of Oregon accountable.
MOTION: Councilor Evans, seconded by Councilor Leech, moved to adopt an Ordinance vacating a portion of Moss Alley and providing for an effective date, as provided in Attachment B to this AIS.
VOTE: 7:1 PASSED

3. PUBLIC COMMENT1. Lin Woodrich -spoke about community survey limitations and the need for stronger environmental health protections.2. Stan Taylor -spoke in favor of terminating Avelo Airlines contract with Eugene Airport. 3. Sue Pileggi -spoke in favor of a city resolution opposing deportations.4. Rich Locke -spoke about public safety concerns and downtown crime. 5. Kris Topaz -spoke in favor of terminating Avelo Airlines contract with Eugene Airport. 6. Jacob Trewe -spoke against Avelo Airlines and Flock camera usage. 7. Sue Craig-spoke in favor of terminating Avelo Airlines contract with Eugene Airport. 8. Sarah Boom -spoke against widespread surveillance, urged limits on camera usage and data collection. 9. David Igl -spoke about local history.10. William O'Brien -spoke against University of Oregon expansion projects. 11. Nick Bohl -spoke in support of funding for Crisis Assistance Helping Out On The Streets (CAHOOTS). 12. Athena Aguiar -spoke in favor of changing Toxics Board membership rules, keepingthe fire fee on the ballot, and funding CAHOOTS. 13. Mark Fremeth -spoke in favor of terminating Avelo Airlines contract with Eugene Airport. 14. Ethan Smith -spoke in favor of increasing affordable housing in Eugene. 15. Neil Penn -spoke in favor of terminating Avelo Airlines contract with Eugene Airport. 16. Misty Bowman -spoke in favor of dark skies. 17. Stefan (Ace Dog) Strek -spoke in favor of longer public comment. 18. Danny Patch -spoke against Broadway Street lane reductions. 19. Kamryn Stringfield -spoke against federal immigration enforcement.20. Rob Sheldon -spoke against Flock cameras, citing lack of safeguards.Council Discussion: •Councilor Keating -thanked those who spoke during public comment; stated concerns over the loss of CAHOOTS; noted hope for the prospects of WillametteValley Crisis Care Team as a possible replacement; noted the City of Eugene is regulated by the Federal Aviation Administration (FAA) and is not allowed to ban certified air carriers from operating at Eugene Airport.•Councilor Evans -stated he loves his lesbian daughter. •Councilor Yeh -suggested those interested in learning more about the Flocklicense plate readers follow Police Commission agendas or email her. Mayor Knudson adjourned the meeting at 10:07 p.m.
