Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Lyndsie Leech, and Randy Groves
Councilors Absent: Greg Evans Mayor Knudson opened the July 16, 2025, Eugene City Council Work Session in a virtual format.
1. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(i)
2. WORK SESSION: Municipal Court Judge Annual EvaluationCouncilor Leech introduced Interim Employee and Labor Relations Manager, Becky DeWitt, who provided information regarding the evaluation of Municipal Court Judge Greg Gill. Councilor Discussion: •Councilor Groves -thanked the review panel for their work; praised Judge Gill's innovative approach and strong performance; supports the second motion, Option B; hopes Judge Gill remains in the role long-term. •Councilor Zelenka -thanked the review panel for their work; emphasized the value he found in the results of the evaluation; thanked Judge Gill for his work•Councilor Yeh -noted the court's often-unseen work in daily life; appreciated Judge Gill's efforts to help people through the system. •Councilor Leech -praised Judge Gill's performance; appreciated the alternativeprograms he has implemented; looks forward to his future work
MOTION: Councilor Leech, seconded by Councilor Zelenka, moved to award Judge Gill a merit salary increase of 2 steps which is equivalent to Step 10 (Grade 12), $191,817.60 / Annually ($92.22/Hourly), and to authorize the Council President to execute an amendment to Gill's employment contract with the awarded salary increase. Councilor Discussion: •Councilor Keating -stated appreciation for Judge Gill and his team; supports the second motion, Option B, in the agenda item summary.

3. WORK SESSION: Eugene Public Library-Year 3 Levy ReportCity Manager, Sarah Medary, introduced Library Services Director, Angela Ocana, who presented the Public Library -Year 3 Levy Report. Councilor Discussion: •

Councilor Kashinsky -called the library a community highlight; thanked staff for their work. Councilor Zelenka -praised the library for their work; noted 1.4 million digital items available; highlighted success of the "promises made, promises kept" model; asked how Biblio-Matico tokens are distributed; noted the popularity of the comic collection; shared a Mark Twain quote. Councilor Keating -praised the library for their work; inquired about what Star Wars item is in the Library of Things; asked about the impact of the 1,000-foot camping restriction near the library and potential actions to improve accessibility; thanked staff, patrons, and voters for their support. Councilor Groves -stated the Eugene Library is unique amongst libraries; noted strong community support; suggested applying library-area safety measures in other parts of Eugene; asked if the book vending machine is still at the airport; thanked staff for their creativity. Councilor Yeh -asked if there was a librarian conference in Eugene recently; noted libraries' ability to adapt to changes quickly; asked staff about key takeaways from the conference and if books are being written by artificial intelligence. Councilor Leech -emphasized the value of story time in the children's area; shared positive community feedback for the story time area; asked how organizations can apply for Biblio-Matico tokens; thanked staff.
