Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark,
Greg Evans, Lyndsie Leech, and Randy Groves
City Council President Evans opened the July 14, 2025, meeting of the Eugene City Council
in hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North
Building.
1. CEREMONIAL MATTERS
Councilor Evans mentioned proclamations for Independence Day, the Day of
Compassion, and the 35 th Anniversary of the American with Disabilities Act.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Groves -shared updates from the Intergovernmental Relations
Committee regarding the outcomes of the 2025 legislative session.
• Councilor Yeh -shared updates from the July 10 Police Commission meeting.
• Councilor Keating -noted his attendance at the July 10 Lane Regional Air Protection
Meeting (LRAPA); noted they discussed the Department of Environmental Quality's
(DEQ) vehicle inspection program.
3. CONSENT CALENDAR 1
A. Approval of City Council Minutes

B. Approval of City Council Tentative Agenda
MOTION: Councilor Leech, seconded by Councilor Zelenka, moved to
approve the items on Consent Calendar 1.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and
Groves.
OPPOSED: None.
4. CONSENT CALENDAR 2
A. Approval of A Resolution Requesting that Jurisdiction Over Portions of Crow
Road, Greenhill Road, and La Porte Drive be Transferred to the City Of Eugene
MOTION: Councilor Leech, seconded by Councilor Zelenka, moved to
approve the items on Consent Calendar 2.
VOTE: 8:0 PASSED

1. Lin Woodrich -spoke about safety issues in the Bethel area.
2. Steven Gilbert -spoke about the impacts of homelessness.
3. Ken Willis -spoke about data governance issues with Flock cameras.
4. Geoffrey Gordon -spoke about the Police Commission and the Eugene Police
Department.
5. Ken Rothman -spoke in support of the City's sanctuary policy.
6. Rob Sheldon -spoke about safety and privacy issues with Flock cameras.
7. Kelly Sutherland -spoke about safety issues in downtown Eugene.
8. Janet Ayres -spoke about the Chambers connector project issues.
9. Naphtali Renshaw -spoke in favor of the City voicing support for immigrants.
10. Andrea Coit -spoke about safety issues in downtown Eugene.
11. Craig Wanichek-spoke about safety issues in downtown Eugene.
12. Franchesqua Perez -spoke in favor of decriminalizing psychedelics.
13. Heather Scott -spoke against working with airlines who contract with Immigration
and Customs Enforcement (ICE).
14. Carrie Hellwig Christopher -spoke about safety issues in downtown Eugene.
15. Ron Green -spoke about safety issues in downtown Eugene.
16. Randall Collis -spoke about safety issues in downtown Eugene.
17. Bob Bussel -spoke against Avelo Airline operating out of Eugene Airport.
18. Jenny Bennett -spoke about safety issues in downtown Eugene.
19. Bill O'Brien -spoke against a proposed Amazon facility.
20. Katie Wilgus -spoke about safety issues in downtown Eugene.
21. Charlie Rojas -spoke about project delays with the Chambers connector.
22. Vivian Bennett -spoke about safety issues in downtown Eugene.
23. Ky Fireside -spoke about safety and privacy issues with Flock cameras.
24. Anne Bridgman -asked Council to speak against Avelo Airlines.
25. Josh Easterlund -spoke in favor of decriminalizing psychedelics.
26. Chloe Longworth -spoke about safety and privacy issues with Flock cameras.
27. David Igl -spoke about local historical figures.
28. Randy Prince -spoke in favor of a local warning system for fires.
29. Sarah Cassell -spoke about safety issues in downtown Eugene.
30. Michaela Marcotte -spoke about safety issues in downtown Eugene.
31. Bailey Gilmore -spoke about safety and privacy issues with Flock cameras.

33. Kamryn Alexandria Stringfield -spoke against the actions of ICE in the city.

Councilor Kashinsky -noted her appreciation for the evening's speakers and
encouraged those who did not get a chance to speak to reach out via email; noted
she works downtown and is familiar with downtown safety issues; affirmed her
commitment to ensuring downtown is a safe, welcoming place for all to enjoy.
Councilor Keating -noted his appreciation for speaker Vivian's comments about
her experiences downtown; noted Senator Manning recently supported and help
to pass Senate Bill 1191, which protects individuals asserting their constitutional
rights during law enforcement interactions; stated his support for Resolution
5174 and Ordinance 20579, affirming Eugene's status as a welcoming and
inclusive city for all residents, including immigrants.
Councilor Yeh -noted the Police Auditor has initiated an investigation into
complaints related to an incident on July 1; noted Council takes the sanctuary
city ordinance seriously; encouraged those who are curious about the Flock
license plate readers to watch the recording of the July 10 Police Commission
meeting.
Councilor Groves -noted his appreciation for speaker Vivian's comments about
her experiences downtown; noted there are safety issues across the City,
including in downtown, Highway 99 North, River Road/Santa Clara, and the
West 11 th corridor; noted physical improvements can lead to increased safety,
like the lighting along the Fern Ridge bike path; noted City Hall was purchased
for 12 million dollars and allowed the City to stop paying several leases.
Councilor Leech -noted the delayed construction of the Chambers connector
project is due to contractor permitting issues and not related to the City's
sanctuary status; spoke in support of the City's sanctuary ordinance; stated she
will keep looking into Flock camera issues; noted while the City cannot control
which airlines operate out of the Eugene Airport, she does condemn those that
participate in deportations; thanked those who commented about safety issues
in downtown.
Councilor Evans adjourned the meeting at 9:26 p.m.
