HomeMy WebLinkAbout250915 PHMINUTES Eugene City Council Public Hearing Eugene, Oregon 97401 September 15, 2025 5:30 p.m. Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, and Randy Groves Councilors Absent: Lyndsie Leech Councilor Evans opened the September 15, 2025, Eugene City Council Public Hearing in a hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building. 1. PUBLIC HEARING: An Ordinance Vacating a Portion of Leo Harris Parkway Councilor Evans opened the public hearing in quasi-judicial format. Assistant City Manager, Matt Rodrigues, introduced the topic and provided background information. Councilor Evans provided time for Council to disclose any bias, conflicts of interest, ex-parte communications, or abstentions pursuant to EC 9.7065. Councilor Discussion: • Councilor Groves -stated he had a meeting with Matt Roberts, a representative from the University of Oregon, and was provided information about this project; declared his ability to make an unbiased decision. • Councilor Clark -stated he also had a conversation with Matt Roberts; noted the conversation was a while ago; conversation consisted of facts about the project; declared his ability to make an unbiased decision. • Councilor Zelenka -stated he had conversations during which this vacation was discussed; noted the conversations happened before the application was received; declared his ability to make an unbiased decision. 1. Colin McArthur -spoke as the applicant representative in favor of the proposed vacation; provided information regarding the future use. 2. Heron Boise -spoke of his neutral position to this vacation. 3. Liam O'Grady -spoke in opposition to the proposed vacation. Councilor Evans closed the public hearing and the record for this item. MINUTES -Eugene City Council Public Hearing September 15, 2025 Page 1 Councilor Discussion: • Councilor Keating-requested confirmation of the location of vacation; stated he was at an event last week and is impressed by the progress of the project; noted when turning on Leo Harris Parkway near the location of the science center, there are Americans with Disabilities Act (ADA) spots blocked off due to a yellow jacket nest; indicated concern around mitigating the situation of the yellow jacket nest before the next sporting event; requested the exact location of the vacation and inquired why it was not part of the initial project request. • Councilor Evans -asked for clarification if access to the Cuthbert Amphitheater would be affected by the vacation.
