HomeMy WebLinkAbout251020 PHMINUTES Eugene City Council Public Hearing and Community Listening Session Eugene, Oregon 97401 October 20, 2025 5:30 p.m. Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Greg Evans, and Randy Groves Councilors Absent: Mike Clark Mayor Kaarin Knudson opened the October 20, 2025, Eugene City Council Public Hearing and Community Listening Session in a hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building. 1. PUBLIC HEARING: An Ordinance Concerning Low-Income Rental Housing Property Tax Exemption and Amending Section 2.939 of the Eugene Code, 1971 Mayor Kaarin Knudson opened the public hearing. City Manager, Sarah Medary, introduced the topic and provided background information. No testimony was provided for this item. Mayor Knudson closed the public hearing. 2. Community Listening Session: City Manager Recruitment Mayor Kaarin Knudson opened the Community Listening Session, introduced the topic and provided background information. 1. Nigel Francisco -spoke about qualities needed for the future city manager. 2. Terry Vance -spoke about the city manager recruitment and importance of seeking a leader with a lot of experience in the private business industry. 3. Meredith Tufts -spoke about fire season and city manager recruitment. 4. Jordan Pape -spoke about economic development. 5. Tiffany Edwards -spoke on behalf of the Eugene Area Chamber of Commerce about qualities for next city manager. 6. Joe Leibersbach -spoke about qualities needed for the future City Manager. MINUTES -Eugene City Council Public Hearing and Community Listening Session October 20, 2025 Page 1 Councilor Discussion: • Councilor Groves -stated appreciation for community members who provided verbal comment; stated written correspondence via email is also appreciated and read; stated the main points of today's speakers were about preparing for the City's economic and environmental future and building upon services for the next generation; thanked current City Manager Sarah Medary for her work and leadership and expressed gratitude. • Mayor Knudson -stated appreciation for current City Manager Sarah Medary's leadership; indicated the importance of feedback from the community during the recruitment process; thanked all community members both in person and virtual who have reflected on the qualities and values needed for an administrative leadership position; encouraged all to reach out to Council and engage in the recruitment process in the coming months.
