HomeMy WebLinkAboutAdmin Order 44-09-064- r ~ ~~ ADMINISTRATIVE ORDER NO.44-a9-4G of the City Manager City of Eugene, Oregon AMENDMENT OF DIRECTION FOR COMPLIANCE WITR BUILDING ENERGY CONSERVATION POLICIES AND REPEAL OF ADMNISTRATIVE ORDER NO. Z1-O1-04, The City Manager of the City of Eugene Bnds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 1976, the City . Manager is designated as the administrative head of the City, specifically authorized to appoint, remove, and direct all employes except as otherwise provided in the Charter}, and to enforce all ordinances of the City. B. 4n July 25, 2001, Administrative Order No. 21-01-04 was adopted directing that all City personnel implement the energy conservation measures set forth in that Order. C. Amore aggressive energy conservation approach has been identified as a part of an ~. overall package of cost saving efforts to balance the City's budget in FY10 and beyond. During the FY10 budget process, savings from operational changes in City buildings were identified and the utility budge was reduced accordingly. D, Energy use is the primary driver in the release of Greenhouse Gas ~GHG} emissions into the atmosphere. These emissions have been identif ed as.a principal cause of global climate change. The Eugene City Council has set aggressive goals for the organization to reach carbon neutral by 2020 and reduce fossil fuel use 50% by 2030. Therefore, it is necessary to update the energy conservation measures adapted by Administrative Order No. 21-01-04. Now, therefore, The City Manager of the City of Eugene orders that: 1. Based on the above findings, which are hereby adopted, all City personnel shall implement the following energy conservation measures. The implementation of these measures will work ~o the benefit of the entire City organization by addressing budget issues in the short term and, in the longer term, by supporting the City's climate change goals and underlying sustainability principles. ENERGY CONSERVATION MEASURES A. BUILDING TEMPERATURES A one degree change of the heating or cooling temperature can affect the energy used by that system by 1 %. Standard thermostat settings for City work environments shall be 69° far heating and 76° for cooling. Standard thermostat settings during unoccupied times for all City buildings are 55° for heating and 80° for cooling. See details below. Administrative Grder No. 44-09-06 -Page 1 of 5 1. Unoccupied Temperatures Unoccupied temperatures have a large impact on energy use, since many buildings are unoccupied up to two-thirds of the time. Therefore, standard unoccupied temperaturres shall be 55° for heating and 80° for cooling. Buildings with marginal capacity for reheat may be run at an unoccupied winter maximum of ~60°. Summer unoccupied temperatures in buildings with night flush ventilation capability will vary depending on the outside temperature, but will adhere to~the standard if no outside cooling is available. In buildings with temporary override capability, staff should consider the energy impacts if invoking normal daytime temperatures when working outside of normal hours: ~. Occupied- Summer Temperatures _ Temperatures shall beset to provide a minimum 76° temperature in the work area in the summer. Workgroups may choose to have the temperature set higher than this minimum in the summer, if all those affected by the change are in agreement and the temperature does not rise above 80° in the work area. Some buildings maybe "pre-cooled" using off peak energy or cool night air. Heat should not be used if the building is caol in the marring due topre-cooling. Employees should take aproblem-solving approach to any comfort issues that may arise. The following are some suggestions to maximize comfort during the summer cooling season: a. Expect that it may take a few days to adjust to slightly warmer temperatures. b. Expect that temperatures at the end of the day may drift upward since cooling will be turned off one hour before the building closes. c. Dress in lightweight, work-appropriate clothing. d. Bring layers for passible cooler morning temperatures, especially in buildings that use pre- cool~:g. e. Adjust blinds to block direct sunlight and. reduce heat gain, f: Do rat let hot air in by opening windows when it is hotter outside than Vin. g. If possible, work areas should be shifted away from windows. Areas adjacent to windows are hotter in the summer.and colder in the winter. h. Drink plenty of coal, non-alcoholic beverages. Staying hydrated helps the body stay cool. i. Use of a small personal fan can make a person feel up to up to 5° cooler. A fan may be used that is less than 8" diameter and does not cause noise or draft problems for co-workers. Staff are expected to be diligent about turning the fan off when not in use. If a work space is consistently above 76° and this is causing discomfort, employees may request that the supervisor contact the Facility Management Division at 682-2690 or the appropriate building manager far assistance with the problem. If the temperature in the work space is determined by the Facility Management Division to be within the expected range, staff should direct any comments or complaints to their Division Manager. 3. Dccu~ied Winter Temperatures ~ . Uff ce temperatures shall be set to provide a maximum 69° temperature in the work area in the winter.. Work groups may choose to have the temperature set lower than this maximum in the winter, if all those affected by the change are in agreement and the temperature does not fall below 65° in the work area. Employees should take a problem-solving approach to any comfort issues that may arise. The following are some suggestions to maximize comfort during the. winter heating season: Administrative Order No. 44-09-06 -Page 2 of 5 a. Computer and work patterns should be rearranged, if passible, away from windows, drafts or heating air supply. b. Dress in warmer clothing, with layers. c. Keep your feet dry. Cold or damp feet can increase the sensation of being chilled. d. Qn a break, a short, brisk walk can create warmth. e. Request a 144 watt foot warmer from Facilities., Used without shoes, this can greatly improve comfort. Staff are expected to be diligent about turning the foot warmer off when not in use. . if a work space is consistently below 69° and this is causing discomfort, employees may request that the supervisor contact the Facility Management Division at 68~-2690 or the appropriate building manager far assistance with the problem. If the temperature in the workspace is determined by the Facility Management Division to be within the expected range, staff~shauld direct any comments or complaints.to their Division Manager. High wattage ~ 1000 to 1500 watt} space heaters are not permitted in City Facilities without the written permission of.the Facility Management Division. In addition to using large amounts of energy, they can cause circuity to overload and trip frequently, cause power quality problems for computer equipment and can be a safety hazard. A radiant heat panel, foot warmer. or heating pad should be used instead. B. WIIVDQWS AND DQQRS 1. Doors and operable windows maybe opened for additional ventilation ONLY when the temperature according to the thermostat far that area gnat a personal thermometer} reads between 70 and 75 degrees, Thermostat readings in this range indicate that no heating or cooling is taking place. C. LIGHTING 1. Lighting, including display or decorative lighting, should be turned off if there is sufficient daylight available. 2. A11 lighting, with the. exception of emergency egress lighting, should be turned off when an area is not in use. 3. Fluorescent ar LED task lighting shall be used in place of overhead lighting whenever possible. 4. Incandescent task lighting shall be replaced with fluorescent ~or LED lighting. Request a replacement fluorescent bulb from Facilities. Facilities does not provide complete task lamps.} 5. Staff may request that light levels be decreased if lighting is brighter than required. All staff affected must agree to the change. D. S G PGGLS Heated swimming pools use large quantities of energy and produce correspondingly large quantities of greenhouse gas emissions. The most effective way to conserve energy use and reduce emissions at a swimming pool is to keep it covered when not in use. Covering the pool reduces the evaporation from the heated water, and also reduces the moisture and pool chemicals that are released into the air. Administrative Qrder No. 44-09-06 -Page 3 of 5 1. All of the City's swimnting pools and spas shall be covered with pool blankets when the pool is not open far use or undergoing cleaning or maintenance. ~. Pool blankets may be used during the open hours at the discretion of on-site staff if the pool in question will be unused for a significant amount of time and sufficient staff are available to safely place and remove blankets. E. COMPUTERS AND ELECTRONIC OFFICE. EQ, ,UIā€žPMENT 1. Computers shall utilize available energy-saving settings, as recommended by ISD. All staff should verify that these standard settings are in .use and contact the Help Desk if they need . assistance. 2. Computers shall be turned off when not in use for the entire day, at night, on weekends and during vacation or other leave time.. 3. Printers, multi-function devices and fax machines shall be set to energy saving settings as recommended by ISD. Any machines which do not have energy saving settings should be turned off at night and on weekends and holidays, with the exception of fax machines where business faxes may arrive during off-hours. It is the responsibility of staff using the equipment to deternv.ne if machines have such settings and either implement them or turn off equipment, F. ETHER ELECTRICAL OFFICE EQUIPMENT l . Other electrical office equipment such as laminators, electric hole punches, etc. should be turned on only when needed.. 2. Miscellaneous equipment such as coffee makers, radios, and hot plates shall be turned off when nat in use. 3, Break room refrigerators should be positioned with sufficient space to provide air flow around tails. Coils shall be cleaned at least annually to maintain efficiency. Any new refrigerator purchased for City use shall be Energy Star rated or approved equal. G. CONTACT INFORMATION 1. Malfunctioning equipment can.waste energy. and negatively impact the work environment, Malfunctioning building. equipment should be reported to the Facility Management Division at 682-2690 or to the appropriate building manager. ~~ ~; Malfunctions of energy saving settings on equipment maintained by ISD, such as PC's, printers or multifunction devices, should be reported to the Help Desk at 682-5075. 3. Energy efficiency. suggestions and requests for additional information or staff txaining can be directed to 682-083. 4. Staff comments or complaints concerning standards set forth in this order shall be directed to their Division Manager. H.
