REGARDING THE OPPORTUNITY TO COMMENT ON A PROPOSAL
TO REPEAL AND REPLACE THE SPAY NEUTER CLINIC FEE
SCHEDULE.
The City Manager of the City of Eugene finds as follows:
A. Section 2.020 of the Eugene Code, 1971, authorizes the C ity Manager to determine
and set fees and charges to be imposed by the City for services, goods, use of municipal pro perty,
a nd licenses and permits. Pursuant to that authority, on March 8, 2023, I issued Administrative
Order No. 44-23-04-F establishing the current Spay Neuter Clin ic Fee Schedule ("the Fee
Schedule").
B. In determining whether to replace the Fee Schedule, in accordance with EC
2.020(2), I have considered the fo ll owi ng factors: applicable policies, enactments and directives
of the City Council ; the amount charged for these services by the City in the past; the full costs of
providing the serv ices supported by the fees ; the amounts c harged by other comparable providers;
and the revenue needs of the City as determined by the adopted C ity budget. See Exhibit C.
C. Based on my consideration of the factors li sted above, I propose to replace the Fee
Schedule with an updated Fee Schedule as set forth in the Notice attached as Exhibit A to this
Order.
On the basis of these findings, I order that:
1. A copy of this Order with its exhibits shall be provided to the Mayor and City
Counc ilors , and a Notice substantiall y conforming to the Notice attached as Exhibit A shall be
made available to any persons who have requested such notice and posted at two locations at City
Hall.
2. A Notice substantiall y conforming to the Notice attached as Exhibit B which
contains those fee s proposed to be $250 or more shall be published in the Register Guard
Newspaper.

NOTICE OF OPPORTUNITY TO COMMENT ON PROPOSED CHANGES TO THE SPAY
NEUTER CLINIC FEE SCHEDULE.
Pursuant to the provisions of Section 2.020 of the Eugene Code, 1971, and as a result of an investigation
of the revenue needs of the City in providing veterinary services, the City Manager is proposing to repeal
and replace the Spay & Neuter Clinic Fee Schedule.
The Spay & Neuter Clinic has long been a resource for Eugene pet owners and those residing far beyond
the City limits, alike. A recent evaluation of the clinic's clientele and revenue demonstrated that more than
40% of clients utilizing the clinic's services are traveling into Eugene from cities across Lane County and
beyond. While the City strives to increase access to veterinary care for anyone in need, it is vital to do
so in a way that is sustainable. As costs increase and profit margins narrow, a portion of the clinic's
expenses are potentially covered by the City of Eugene's General Fund.
The Spay & Neuter Clinic is proposing a move to a tiered fee schedule which will allow low-income
Eugene residents to continue receiving significant discounts on wellness care, while still providing the
remaining Eugene residents with a notable reduction in fees compared to traditional full-service
veterinarians in the area. Clients residing outside the city limits of Eugene will maintain access to the
clinic's services at a rate that is reduced from most full-service veterinarians but will take into account that
these clients do not contribute to the City of Eugene's General Fund, which ensures the perpetuity of the
clinic.

City Manager’s Findings
Proposed Spay and Neuter Clinic Fee Schedule Amendments
Pursuant to Section 2.020(2) of the Eugene Code, 1971, the City Manager has considered the
following factors in determining the proposed Spay and Neuter Clinic fee amendments:
(a) Applicable policies, enactments and directives of the Council.
Findings:
One of the City of Eugene's public safety missions is to control the unwanted dog and
cat population within the City limits in order to ensure a safe community environment and
to reduce incidence of infectious and/or zoonotic diseases in pet population.
The City operates the Spay and Neuter Clinic (SNC) which provides low cost spays and
neuters, vaccinations and flea control products for cats and dogs. The clinic is a
successful prevention strategy in helping to control Eugene's unwanted pet population.
(b) The amount charged by the City in the past.
Findings:
Please reference previous fee schedule approved in 2023 via Administrative Order 44-
10-05F and the findings in subsection (c), below, describing the SNC’s budget.
(c) The full costs of providing the service supported by the fee.
Findings:
The SNC’s 2023-25 biennial expenditures totaled $1.8 million, while the 2023-25
revenues totaled $1.1 million, resulting in a General Fund subsidy of approximately $0.7
million. The clinic fell short of the budgeted revenue target in the 2023-25 biennium due
to a combination of factors, including but not limited to staffing and contract veterinarian
shortages. SNC is intended to be budget-neutral program that does not receive any
General Fund support, and there are no plans for the Clinic to receive funds from other
revenues beyond the Clinic on an ongoing basis.
Clinic management is working on addressing this revenue shortfall via a combination of
strategies, including ensuring adequate clinic staffing, optimizing operations to reduce
costs, analyses of clinic operations to ensure optimal mix of services, and updating SNC
fees to ensure 100% cost recovery.
Additionally, analysis of clinic’s operations indicates that about 43% of clinic’s customers
in calendar year 2024 were not City of Eugene residents. The proposed three tier fee
structure for low income City of Eugene residents, City of Eugene residents who do not
meet low income criteria, and non-City residents balances keeping the clinic service
affordable to low-income Eugene residents while continuing to provide access to
customers from outside the City limits.
(d) The amounts charged by other comparable providers.
Findings:
The SNC is a low-cost facility and for that reason strives to keep costs at the minimum

needed to support the facility. Considering this, SNC fees for services are less
expensive than local full-service veterinary hospitals for comparable services. Proposed
SNC fees are generally in line with those charged by other local nonprofit service
providers.
(e) The revenue needs of the City as determined by the adopted city budget.
Findings:
2025-27 budgeted revenue for the Spay and Neuter Clinic is approximately $2.2 million,
which assumes a 100% cost recovery. It is estimated that the proposed SNC fee
schedule will generate approximately $1.9 million in revenue in the 2025-27 biennium,
with the remainder of the revenue gap to be closed through operational efficiencies,
increasing median sales per customer, and optimizing service delivery.
