Mayor Kaarin Knudson opened the November 17, 2025, Eugene City Council Public Hearing in
a hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building.
1. PUBLIC HEARING: An Ordinance Extending the Term of Ordinance No. 19775 and
Ordinance No. 20397 Granting to Comcast of Oregon, II, Inc. a Franchise for Operation
of a Cable Telecommunications System
Mayor Kaarin Knudson opened the public hearing.
City Manager, Sarah Medary, introduced the topic and provided background information.
1. Tim Goodman -indicated he is the Senior Director of Government and Regulatory
Affairs for Comcast and he is the representative overseeing the franchise agreement;
expressed optimism that the agreement would be finalized within the next six
months.
Mayor Knudson closed the public hearing.
2. PUBLIC HEARING: Transient Loding Tax Code Amendment
Mayor Kaarin Knudson opened the public hearing.
City Manager, Sarah Medary, introduced the topic and provided background information.
No testimony was provided for this item.

Councilor Discussion:
• Councilor Clark -asked if the proposed change would result in any loss of local
regulatory authority; asked for clarification on the day-to-day impact and whether the
City would still retain oversight of tax remittance.
Mayor Kaarin Knudson adjourned the public hearing at 5:41 p.m.
