Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark,
Greg Evans, and Randy Groves
Councilors Absent: Lyndsie Leech
Mayor Kaarin Knudson opened the October 13, 2025, meeting of the Eugene City Council in
hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North
Building.
1. CEREMONIAL MATTERS
Mayor Knudson mentioned proclamations for Breast Cancer Awareness Month,
Domestic Violence Awareness Month, Filipino American History Month, World Mental
Health Day, and Indigenous Peoples' Day.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Groves -shared updates from the Intergovernmental Relations
Committee regarding legislative priorities and policies in preparation for the
upcoming legislative session; noted the committee had approved a letter of support
for White Bird Clinic's federal funding application.
• Councilor Keating-noted the upcoming No King's rally on October 18; noted the
upcoming gala fundraiser for Greenhill Humane Society.
• Councilor Yeh -noted the Metropolitan Wastewater Management Commission
(MWMC) received the Utility of the Future Award from the National Association of
Clean Water Agencies; spoke about the success and popularity of MWMC's Clean
Water University programs for fifth graders.
• Mayor Knudson -noted Bushnell University had received the National School of
Character award; welcomed University of Oregon students back for fall term;
highlighted recent campus construction milestones.
3. Priority Goal Action: Adoption of a Resolution Approving a Low-Income Rental
Housing Property Tax Exemption for Park Run Apartments
Assistant City Manager, Matt Rodrigues, introduced the topic and provided background
information.
MOTION: Councilor Evans, seconded by Councilor Zelenka, moved to
adopt the resolution attached as Attachment B to this AIS, approving a
Low-Income Rental Housing Property Tax Exemption for property
located on South Garden Way.
VOTE: 7:0 PASSED

MOTION: Councilor Evans, seconded by Councilor Zelenka, moved to
approve the items on Consent Calendar 1.
VOTE: 7:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, and Groves.
OPPOSED: None.
5. PUBLIC COMMENT
1. Lin Woodrich -spoke in favor of public health standards.
2. Aimee Code -spoke in favor of cancelling the contract with Flock cameras.
3. Wayne Martin -thanked the City for allowing Neighbors Feeding Neighbors to serve
food in the park and spoke against Eugene Police Department's practices for moving
homeless campers.
4. Jensina Hawkins -invited Council to the Asian American and Pacific Islander Public
Safety Forum.
5. Danny Huffsmith -sang in favor of cancelling the contract with Flock cameras.
6. Jacob Trewe -thanked Council for pausing the Flock cameras and spoke in support
of reinstating an alternative crisis response program.
7. Kamryn Stringfield -spoke in favor of cancelling the contract with Flock cameras.
8. Hunter Hutchins -spoke in favor of adopting Portland's residential noise ordinance.
9. Donovan Mallory-spoke in favor of cancelling the contract with Flock cameras.
10. Danny Patch -expressed concern with City decisions and priorities.
11. Liam O'Grady-spoke about strategies to improve public welfare.
12. Bailey Gilmore -spoke in favor of cancelling the contract with Flock cameras.
13. Gregory McPherson -spoke about a trail ownership issue in the Goodpasture Island
area.
14. Jeff Salata -spoke in favor of cancelling the contract with Flock cameras.
15. Ellie Urbancic -spoke in favor of cancelling the contract with Flock cameras.
16. Willy Gibboney -spoke in favor of cancelling the contract with Flock cameras.
17. Patricia McPherson -spoke about a trail ownership issue in the Goodpasture Island
area.
18. Stan Taylor -spoke about the tradeoffs between security and liberty.
19. Chris Calef -noted Flock cameras have been installed on utility poles without
permission and spoke in favor of a strong mayor form of government.
20. Rob Sheldon -spoke in favor of cancelling the contract with Flock cameras.

spoke in support of reinstating an alternative crisis response program.

24. Maia Burk -spoke in favor of cancelling the contract with Flock cameras.

26. Phil Farrington -spoke in support of a new Veterans Affairs behavioral health clinic
in North Eugene.
27. Joe Liebersbach -spoke in favor of changing the format of public comment.
28. Beck Bentz -spoke in favor of cancelling the contract with Flock cameras.
29. Sam Edwards -spoke in favor of cancelling the contract with Flock cameras.
