Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark,
Greg Evans, Lyndsie Leech, and Randy Groves
Mayor Knudson opened the November 10, 2025, meeting of the Eugene City Council in
hybrid in-person and virtual format at 500 E. 4th Avenue, North Building, Eugene, OR
97401.
1. PLEDGE OF ALLEGIANCE
Officer Easton McVeigh-Walker, United States Marine Corps veteran and Eugene Police
Officer, led the Pledge of Allegiance, accompanied by the Eugene Police Honor Guard
posting the colors under the leadership of Officer Shane Orsborn, also a Marine Corps
veteran, in honor of Veterans Day.
2. CEREMONIAL MATTERS
Mayor Knudson mentioned proclamations for Native American Heritage Month, Dia de
los Muertos, National Nurse Practitioner Week, Veterans Day, Transgender Day of
Remembrance, and Small Business Saturday.
3. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Evans -issued a statement apologizing to Cornerstone Community
Housing regarding remarks made at the previous meeting; reaffirmed his support
for the Low Income Housing Rental Property Tax Exemption (LIHRPTE).
• Councilor Groves -shared updates from the Intergovernmental Relations
Committee regarding legislative priorities and policies and preparation for the
upcoming legislative session.
• Councilor Keating -noted his appreciation for veterans; noted his plans to attend
the Veterans Day Breakfast in Springfield, the Southeast Neighbors meeting, and the
Lane Regional Air Protection Agency (LRAPA) meeting.
• Councilor Yeh -expressed concern about Immigration and Customs Enforcement
(ICE) detentions and due-process violations; shared resources and advocacy
organizations for immigrant support.
• Councilor Zelenka -noted the good work Cornerstone Community Housing has
done in the community; noted upcoming Public Safety Coordinating Council (PSCC)
and Fairmount Neighborhood Association (FNA) meetings.
• Councilor Leech -noted her attendance at the recent Whitaker Community Council
(WCC) emergency preparedness event.
• Mayor Knudson -thanked Governor Kotek and Attorney General Dan Rayfield for
enabling November food benefits; thanked Food for Lane County and other local
organizations for stepping up to address food insecurity and hunger; condemned

violent detentions and due-process violations; reaffirmed the City's commitment to
safety, rule of law, and solidarity with immigrant and migrant communities.

MOTION: Councilor Evans, seconded by Councilor Leech, moved to
approve the items on Consent Calendar 1.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and
Groves.
OPPOSED: None.

2. Tye -spoke in favor of cancelling the contract with Flock cameras.
3. Michelle Perin -spoke in support of an alternative crisis response program.

6. Linda Ague -spoke against the proposed Amazon warehouse.
7. Emily Reiman -spoke in favor of adopting state fund sources for affordable housing.
8. Barbara Stebbins -spoke against the proposed Amazon warehouse.
9. Deb McGee -spoke in favor of a climate-friendly design for the Amazon warehouse.
10. Magda van Leeuwen -spoke in favor of cancelling the contract with Flock cameras.
11. Charmane Landing -spoke against the proposed Amazon warehouse.
12. Brooke Standifer -spoke in favor of instating the Moderate-Income Revolving Loan
(MIRL) program.
13. Ron Burley -spoke against the proposed Amazon warehouse.
14. Sarah Boom -spoke in favor of using emergency funds against ICE.
15. Geoffrey Gordon -spoke against an anti-panhandling ban, the proposed Amazon
warehouse, and Flock cameras.
16. Misty Bowman -spoke in favor of dark skies.
17. Sam Edwards -spoke in favor of cancelling the contract with Flock cameras.
18. Wyn Manselle -spoke in favor of cancelling the contract with Flock cameras.
19. Darcy Phillips -spoke about Cornerstone Community Housing's labor standards
and their impact in the community.
20. Shelly Devine -spoke against the proposed Amazon warehouse.
21. Mario Conte -spoke about Cornerstone Community Housing's labor standards and
their impact in the community.
22. Sue Barnhart -spoke against a plan to lock a community park at night.
23. Andrea Voorhees -spoke about Cornerstone Community Housing's labor standards
and their impact in the community.

Council Discussion:
• Councilor Clark -asked about next steps to adopt the MIRL program.
• Councilor Groves -noted he would also like to learn more about the MIRL
program.
• Councilor Keating -thanked housing advocates from Better Housing Together
and Cornerstone for their work and recent engagement with Council; thanked
officials for issuing a joint statement condemning recent ICE raids in Lane
County; emphasized that all individuals regardless of immigration status are
entitled to constitutional protections and due process.
Mayor Knudson adjourned the meeting at 9:32 p.m.
