Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark,
Greg Evans, Lyndsie Leech, and Randy Groves
Mayor Knudson opened the January 14, 2026, Eugene City Council Special Meeting in a
hybrid in-person and virtual format at 500 E. 4th Avenue, North Building, Eugene, OR 97401.
1. EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(t), ORS 192.355(1) and ORS
192.355(2) and ORS 192.660(2)(a)
2. SPECIAL MEETING: City Manager Recruitment Process
Councilor Evans -provided a brief comment on the search process, his appreciation for the
community input and councilor participation.
MOTION: Councilor Evans, seconded by Councilor Leech, move to appoint Jenny
Haruyama as the City Manager and authorize Council President to negotiate an
employment agreement with Jenny Haruyama with final approval of employment
agreement to be approved by Council through the consent agenda prior to its
execution.

Councilor Groves -stated gratitude to all candidates for their participation; noted
the decision was difficult because all three were exceptional.
Councilor Keating -stated agreement with prior comments; noted enthusiasm for
Jenny Haruyama's appointment; asked whether the Council Vice President will be
included in contract negotiations.
Councilor Leech -stated appreciation for the process and the quality of candidates;
stated readiness to move forward with negotiations.
Councilor Zelenka -stated thanks to the search firm and community participants;
noted the process was well-structured and inclusive.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves.
OPPOSED: None.
