DutiesAdministrative Order -- Page 1 of 2 ADMINISTRATIVE ORDER NO. 58-26-03 of the City Engineer DELEGATION TO THE TRAFFIC ENGINEERS OF THE PUBLIC WORKS DEPARTMENT: DUTIES UNDER SECTION 5.040 THROUGH 5.055 OF THE EUGENE CODE, 1971, AND DUTIES OF TRAFFIC ENGINEER; AND REPEALING AND REPLACING ADMINISTRATIVE ORDER NO. 58-20-19. The City Engineer of the City of Eugene finds that: A. Pursuant to Administrative Order No. 58-20-18, the Executive Director of the Public Works Department delegated to the City Engineer the authority to perform the duties and responsibilities specifically defined as those of the City Manager in Sections 5.040, 5.045 and 5.050 of the Eugene City Code. B. Also pursuant to Administrative Order No. 58-20-18, the Executive Director of the Public Works Department delegated to the City Engineer the authority to perform the duties and responsibilities specifically assigned to the Traffic Engineer by administrative orders and administrative rules of the City. C. Administrative Order No. 58-20-18 also authorizes the City Engineer to further delegate the duties and responsibilities delegated therein to additional qualified City staff upon finding it would be more efficient and in the public interest to do so. D. On August 11, 2020, Administrative Order No. 58-20-19 was issued, subdelegating the duties and responsibilities in Administrative Order No. 58-20-18 to the Traffic Engineer of the Public Works Maintenance Traffic Operations Division. The Public Works Department has since added a Traffic Engineer to the Engineering Division. It would be most efficient and therefore in the public interest to update the delegations in Administrative Order No. 58-20-19 to apply to both Traffic Engineers. On the basis of these findings, I order that: 1. The authority to perform the duties and responsibilities specifically defined as those of the City Manager in Sections 5.040, 5.045 and 5.050 of the Eugene Code, 1971, is hereby further delegated to the Traffic Engineers of the Public Works Department. 2. The authority to exercise the duties and responsibilities specifically defined as those of the Traffic Engineer, including but not limited to those duties and authorities stated in administrative orders and administrative rules, is hereby further delegated to the Traffic Engineers of the Public Works Department. The delegations of authority contained herein shall be construed to extend to and include any person(s) "acting in capacity" (AIC) for the Traffic Engineers of the Public Works Department. 4.
