Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark,
Greg Evans, Lyndsie Leech, and Randy Groves
City Council President Leech opened the February 23, 2026, meeting of the Eugene City
Council in hybrid in-person and virtual format at 500 E. 4th Avenue, North Building,
Eugene, OR 97401.
1. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Clark -stated he voted with the majority at the prior meeting against the
Ordinance Concerning Unlawful Transfer on Vehicular Portion of Right-of Way to
enable reconsideration at this meeting; noted he would not move to reconsider
because the Mayor was absent; stated he hopes to bring back the ordinance in the
fall; emphasized Council's majority appeared supportive of the ordinance.
• Councilor Groves -encouraged Council to read the report from the
Intergovernmental Relations manager for an update about the Oregon short session.
• Councilor Zelenka -stated he has served Ward 3 as a City Councilor for almost two
decades and will not seek another term; noted concerns about a national climate of
divisiveness and the safety of elected officials; stated pride in policy
accomplishments including the Climate Recovery Ordinance, changes to the
structure of road bonds, paid sick leave, plastic bag regulation, and affordable
housing tools; expressed gratitude to constituents, colleagues, and family.

Council Discussion:
• Councilor Zelenka -asked if the water utility bonds are for capital
improvements; asked about refunding for interest savings.

3. Action: Approval of Investment Policy.
City Manager Pro Tern Matt Rodrigues introduced the topic and provided background
information.
MOTION: Councilor Kashinsky, seconded by Councilor Zelenka,
moved to adopt the Investment Policy included as Attachment C to
this AIS.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and
Groves.
OPPOSED: None.
4. Action: An Ordinance Concerning Municipal Court Becoming a Court of Record;
Adding Section 2. 771 to the Eugene Code, 1971; Declaring Compliance with ORS
221.342(2); and Providing for an Immediate Effective Date.
City Manager Pro Tern Matt Rodrigues introduced the topic and provided background

proposals (RFP) and against the Amazon e-commerce center and Immigration and
Customs Enforcement (ICE).

Council Discussion:
• Councilor Keating -stated appreciation for comments calling to strengthen crisis
response; noted interest in DarkSky initiatives; stated he is exploring an
ordinance model similar to one adopted in Kansas City to bar approval of
non-municipal detention facilities; asked about mechanisms for enforcing
conditional use permits and possible council actions.
• Councilor Leech -stated gratitude to attendees; emphasized the Council listens
closely and works behind the scenes to respond with action.
