Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark,
Greg Evans, Lyndsie Leech, and Randy Groves
Mayor Knudson opened the April 27, 2026, meeting of the Eugene City Council in hybrid in-
person and virtual format at 500 E. 4th Avenue, North Building, Eugene, OR 97401.
1. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Mayor Knudson -noted her attendance at the 25 th anniversary celebrations for the
Sheldon and Bethel branch libraries; noted her attendance at the 19th Eugene
Marathon which brought over 10,000 visitors to the city; stated the General Services
Administration (GSA) intends to install a temporary security fence around the
federal building; noted the City is installing a temporary pedestrian path along Pearl
Street to maintain accessibility around the federal building; stated every member of
the community has the right to due process and personal safety; noted the City has
no jurisdiction over the federal government and did not have legal grounds to deny
their right-of-way permit; stated her confidence in the community's ability to
remain inclusive, supportive, and connected.
• Councilor Keating -in response to the attack at the White House Correspondents
dinner he stated he is opposed to violence in all forms; noted his recent attendance
at the League of Oregon Cities (LOC) conference held in Pendleton, Oregon; noted
the City had received a framed resolution in honor of their partnership with LOC.
• Councilor Yeh -noted her attendance at her first Human Rights Commission (HRC)
meeting; noted the commission would be providing information about
nondiscrimination protections for family and relationship structures.
2. PRIORITY GOAL ACTION: Eugene-Springfield 2026 HUD Annual Action Plan for
Affordable Housing and Community Development
City Manager Haruyama introduced the topic and provided background information.
Council Discussion:
■ Councilor Zelenka -noted the federal funding for affordable housing has been
declining for years; asked about economic development funding.
MOTION: Councilor Leech, seconded by Councilor Kashinsky, moved
to approve the CDBG allocation specified in the Eugene-Springfield
2026 Annual Action Plan included as Attachment A to this AIS.

the Eugene Urban Renewal Agency.
4. ACTION: Riverfront Urban Renewal District: Expand River Guides Advisory
Committee
Agency Director Haruyama introduced the topic and provided background information.
MOTION: Councilor Leech, Councilor Leech, seconded by Councilor
Kashinsky, moved to increase the number of members on the
Riverfront Urban Renewal Guides advisory committee from seven to
nine.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and
Groves.
OPPOSED: None.
Mayor Knudson closed the meeting of the Eugene Urban Renewal Agency and convened a
meeting of the Eugene City Council.
5. ACTION: Initiation of Ordinance Extending the Expiration Dates for Certain Land
Use Approvals (Housing and Jobs Actions)
City Manager Haruyama introduced the topic and provided background information.
Council Discussion:
• Councilor Zelenka -asked if this ordinance would make the extensions
permanent; asked about the typical timeline for an application.
■ Councilor Keating -asked how this extension would affect our urban growth
boundaries.
MOTION: Councilor Leech, seconded by Councilor Kashinsky, moved
to initiate a land use code amendment to extend unexpired Type II,

City Manager Haruyama introduced the topic and provided background information.
MOTION: Councilor Leech, seconded by Councilor Kashinsky, moved
to adopt An Ordinance Adopting Hazardous Substance User Fees as
provided in Attachment A to this AIS.
VOTE: 8:0 PASSED
IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and
Groves.

7. PUBLIC COMMENT
1. Lin Woodrich -spoke about addressing issues in the Bethel neighborhood.
2. Oliva Bell -spoke against Immigration and Customs Enforcement (ICE).
3. Ember Morgan-Wigmore -spoke against ICE.
4. Shelly Devine -spoke about local events in honor of International Workers Day.
5. Alexander Chamberlin -welcomed the new City Manager.
6. David Igl -spoke about local historical events.
7. Erica Lyon -spoke against the Amazon e-commerce center.
8. Amanda Walberg -spoke in favor of children's safety.
9. Wyn Manselle -spoke in favor of free speech.
10. Bienn Quaas-Annsa -spoke against permitting a fence around the federal building.
11. Pete Goldlust -spoke against permitting a fence around the federal building.
12. Stan Taylor -spoke against the Amazon e-commerce center.
13. Josh Easterlund -spoke in favor of decriminalizing psychedelic plants and fungi.
14. Jacob Griffin -spoke in favor of fighting against tyranny.
Council Discussion:
• Councilor Yeh -stated there is no residency test that determines when someone
becomes entitled to engage in their community or have their perspective
respected; thanked those who spoke in favor of peaceful protest; noted her
support for people's rights.
• Councilor Keating -noted the leaders of boards and commissions are allowed to
speak at the beginning of public comment; encouraged community members to
connect with their neighborhood associations; noted he had been welcomed by
the protesters at the federal building.
