PASSED: 8:0 REJECTED: OPPOSED: ABSENT: CONSIDERED: July 13, 2026 • RESOLUTION NO. 5491 A RESOLUTION AMENDING THE CITY OF EUGENE ANNEX TO THE LANE COUNTY MULTI-JURISDICTIONAL NATURAL HAZARDS MITIGATION PLAN ADOPTED BY RESOLUTION NO. 5446. The City Council of the City of Eugene finds that: A. On May 12, 2025, the Eugene City Council adopted the City of Eugene Annex to the Lane County Multi-Jurisdictional Natural Hazards Mitigation Plan ("Eugene NHMP") which, in its Section 4.05, includes 24 mitigation action items identified as Mitigation Action Items (A) through (X). B. The Federal Emergency Management Agency ("FEMA") provides guidance for the adoption of local natural hazards mitigation plans and Appendix D of the FEMA Local Mitigation Planning Policy Guide supports the City's addition of mitigation action items to the Eugene NHMP between regular plan updates. C. The 5-year Capital Program adopted by the Eugene-Springfield Metropolitan Wastewater Management Commission ("MWMC") includes a seismic retrofit of the Owosso Bridge, a bicycle/pedestrian bridge that carries an MWMC wastewater forcemain across the Willamette River in Eugene. D. The Eugene NHMP identifies the need for seismic upgrades to facilities and infrastructure and should be amended to include the Owosso Bridge seismic retrofit as a mitigation action item to facilitate MWMC's application for grant funding for the project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a Municipal Corporation of the State of Oregon, as follows: Section 1. The City of Eugene Annex to the Lane County Multi-Jurisdictional Natural Hazards Mitigation Plan is amended by revising the paragraph under Section 4.05 that follows the heading "2024-2028 Mitigation Action Item Summary" and that precedes Table 4.7.12 so that the paragraph now provides: The following provides a summary of the selected 2024 -2028 mitigation action items. The COE MJNHMP supporting departments -Emergency Management, Facilities, Public Works (6 divisions), Eugene Springfield Fire and Planning -worked individually and as a group to select and make final edits to the Mitigation Action Items identified as (A) through (X), below with initial review initiated on 05/09/24 and final review on 06/21/24. Mitigation action items added to the COE MJNHMP after its May 2025 adoption are not included in the data captured in Table 4.7.12. Resolution -Page 1 of 2 Section 2. Section 4.05 of the City of Eugene Annex to the Lane County Multi- Jurisdictional Natural Hazards Mitigation Plan is amended by adding, after Mitigation Action Item (X), the Owosso Bridge seismic retrofit project as "Mitigation Action Item (Y)" as shown in Attachment A to this Resolution . Section 3. The City Recorder, at the request of or with the consent of the City Attorney , is authorized to administratively correct any reference errors contained in this Resolution. Section 4 . Structure & Infrastructure Attachment A • Seismically retrofit the Owosso Bridge , a 490-foot-long off- street path bridge which carries MWMC's 54-inch wastewater forcemain across the Willamette River. The bridge is owned by MWMC and was constructed in 1982. Engineering and seismic evaluations identified multiple critical seismic deficiencies, including inadequate girder-to-pier connections, understrength shear keys, deficient abutment and pier H- piles, unconfined pier walls, and insufficient bracing of the 54-inch pipeline. Girder separation during a major earthquake would likely damage the forcemain, causing a major wastewater release and long-duration service disruption. • The retrofit includes both Phase I and Phase II measures which are recommended to achieve the desired performance level: girder closure strengthening, shear key extensions , lateral pipeline bracing, abutment vault bracing, concrete footing overlays, addition of steel pipe piles at abutments and piers, pier wall steel jackets, and foundation extensions. These improvements create reliable earthquake-resisting systems (ERS) and earthquake-resisting elements (ERE) to ensure that the bridge and pipeline maintain serviceability during a Cascadia Subduction Zone earthquake. • This action was identified in the MWMC Disaster Mitigation and Recovery Plan (March 2020) and is required to protect regional wastewater lifeline functionality serving Eugene and Springfield.
