Mayor Knudson opened the June 15, 2026, Eugene City Council Public Hearing in a hybrid in-
person and virtual format at 500 E. 4th Avenue, North Building, Eugene, OR 97401.
1. PUBLIC HEARING: Granting an Exemption from the Application of Section 6.200 of the
Eugene Code, 1971, and Providing for a Sunset Date
Mayor Knudson opened the public hearing.
City Manager Jenny Haruyama introduced the topic and provided background information.
No testimony was provided for this item.
Mayor Knudson closed the public hearing.
2. PUBLIC HEARING: An Ordinance Concerning Polystyrene and Single-Use Bag
Regulations; Amending Sections 6.850, 6.855, 6.874 and 6.876 of the Eugene Code,
1971; Deleting Section 6.878 of the Eugene Code, 1971; and Providing an Effective
Date

3. PUBLIC HEARING: An Ordinance Concerning Housing Production Incentives and
Adding Sections 2.950, 2.951 and 2.952 to the Eugene Code, 1971

2. Larissa Ennis -spoke in favor of the proposed ordinance.
3. Joe Liebersbach -spoke in favor of the proposed ordinance.
4. Hope Vaccher -spoke in favor of the proposed ordinance.
Councilor Discussion:
• Councilor Groves -asked whether any active Multi-Unit Property Tax Exemptions
(MUPTE) exist along Franklin Boulevard.
• Mayor Knudson -noted she has on several occasions spoken with community
members who believed that recently developed large apartment buildings and
student housing projects along Franklin Boulevard had received a MUPTE; stated such
exemptions have not been a component of the program since 2015 and that these
projects did not receive MUPTEs; noted there is a broader conversation to be had
regarding changes in property valuation and tax structures related to new
development; stated a desire for this discussion to occur with other governmental
bodies, including at the state level; noted the importance for the public to understand
where the program has and has not been used.
Mayor Knudson closed the public hearing.
Mayor Knudson adjourned the public hearing at 5:54 p.m.
