Home My WebLink About260622 MTGMINUTES Eugene City Council Meeting and Eugene Urban Renewal Agency Meeting and Eugene City Council Public Hearing Eugene, Oregon 97401 June 22, 2026 7:30 p.m. Councilors Present: Eliza Kashinsky, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Lyndsie Leech, and Randy Groves Mayor Knudson opened the June 22, 2026, meeting of the Eugene City Council in hybrid in- person and virtual format at 500 E. 4th Avenue, North Building, Eugene, OR 97401. 1. PLEDGE OF ALLEGIANCE The Pledge of Allegiance to the Flag and the reading of the Declaration of Independence were led by Susan Ban and Morgan Vierheller from the League of Women Voters, in honor of Independence Day on July 4. 2. COMMITTEE REPORTS AND ITEMS OF INTEREST • Councilor Keating -noted his attendance at the recent Juneteenth celebration held at the Farmer's Market Pavilion; noted he would be attending the upcoming Pride celebration at the Lane Events Center. • Councilor Zelenka -thanked the volunteers from League of Women Voters for reading the Declaration of Independence; stated the document has become more relevant to him in the past year. • Mayor Knudson -noted her attendance at the recent Poverty and Homelessness Board (PHB) meetings, as well as two subcommittees; stated the city's affordable housing pipeline includes approximately 900 units across 14 developments funded through a mix oflocal and federal resources; stated appreciation for staff working on affordable housing, including grant management, trust fund, and planning teams; stated Department of Housing and Urban Development (HUD) and Department of Health and Human Services (HHS) shifts toward 40-hour work or volunteer requirements for housing and Medicaid pose concerns; noted scientists from Nepal are visiting for a zebrafish symposium at the University of Oregon; stated the visit reflects Eugene's life-sciences strengths and connects to ongoing Oregon Life Sciences Competitiveness Task Force work. 3. VOTE: 8:0 PASSED MINUTES -Eugene City Council Meeting June 22, 2026 Page 1 IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves. OPPOSED: None. 4. PUBLIC HEARING AND ACTION: Resolution Adopting the City's 2025-2027 Biennium Second Supplemental Budget; Making Appropriations for the City of Eugene for the Biennium Beginning July 1, 2025 and Ending June 30, 2027 City Manager Haruyama introduced the topic and provided background information. Mayor Knudson opened the Public Hearing. 1. Stefan Strek -spoke against the resolution. Mayor Knudson closed the Public Hearing. Council Discussion: • Councilor Keating -asked if speaker comments must be specific to the agenda topic; believes the testimony did not address the agenda topic. MOTION: Councilor Leech, seconded by Councilor Kashinsky, moved to adopt a Resolution Adopting a Supplemental Budget, Making Appropriations for the City of Eugene for the Biennium Beginning July 1, 2025 and Ending June 30, 2027. VOTE: 8:0 PASSED IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves. OPPOSED: None. 5. PUBLIC HEARING AND ACTION: A Resolution Determining, Levying and Categorizing the Annual Ad Valorem Property Tax Levy for the City of Eugene for the Fiscal Year Beginning July 1, 2026 and Ending June 30, 2027. City Manager Haruyama introduced the topic and provided background information. Mayor Knudson opened the Public Hearing. 1. Stefan Strek -spoke against the resolution. MOTION: Councilor Leech, seconded by Councilor Kashinsky, moved to approve a Resolution determining, levying and categorizing the annual ad valorem property tax levy for the City of Eugene for the fiscal year beginning July 1, 2026, and ending June 30, 2027. VOTE: 8:0 PASSED IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves. OPPOSED: None. PUBLIC HEARING AND ACTION: Resolution Adopting the Urban Renewal Agency's (URA) 2025-2027 Biennium Second Supplemental Budget; Making Appropriations for the URA of the City of Eugene for the Biennium Beginning July 1, 2025 and Ending June 30, 2027 Agency Director Haruyama introduced the topic and provided background information. PUBLIC HEARING AND ACTION: Resolution of the Urban Renewal Agency of the City of Eugene Declaring the Amount of Tax to be Certified for the Fiscal Year Beginning July 1, 2026 and Ending June 30, 2027 Agency Director Haruyama introduced the topic and provided background information. Mayor Knudson opened the Public Hearing. 1. Stefan Strek -spoke against the resolution. Mayor Knudson closed the Public Hearing. MOTION: Councilor Leech, seconded by Councilor Kashinsky, moved to approve a Resolution declaring the amount of tax to be certified for the Urban Renewal Agency of the City of Eugene for the fiscal year beginning July 1, 2026, and ending June 30, 2027. VOTE: 8:0 PASSED IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves. OPPOSED: None. ACTION: Granting an Exemption from the Application of Section 6.200 of the Eugene Code, 1971, and Providing for a Sunset Date City Manager Haruyama introduced the topic and provided background information. MOTION: Councilor Leech, seconded by Councilor Kashinsky, moved to approve the Ordinance at attachment A to this AIS, Granting an Exemption from the Application of Section 6.200 of the Eugene Code, 1971, and Providing a Sunset Date. Council Discussion: • Councilor Keating -stated his enthusiasm for the ordinance; noted it was likely to be a dangerous fire season. VOTE: 8:0 PASSED IN FAVOR: Kashinsky, Keating, Zelenka, Yeh, Clark, Evans, Leech, and Groves. OPPOSED: None. 9. PUBLIC COMMENT 1. Nayeli Cisneros -spoke about harassment and intimidation experienced by the local immigrant community. 2. Stefan Strek -spoke about the issue of homelessness in the community. 3. Dylan Cianci -spoke about affordable housing and traffic safety on Hilyard. 4. Tim Lewis -spoke about safety issues near Washington Jefferson Park. 5. Linda Kelley -spoke about ways to incentivize greenhouse gas reductions. 6. Sam Samderson -spoke against Eugene Police Department (EPD) working with Immigration and Customs Enforcement (ICE). 7. Pete Goldlust -spoke against EPD working with the Department of Homeland Security (DHS). 8. Tomoko Sekiguchi -spoke in favor of a local initiative petition trying to make it to the ballot. 9. Robert Brock -spoke in favor of affordable housing and mental health programs. 10. Eli Mazet -spoke against use of amplified sound in downtown Eugene. 11. Martin -spoke in favor of traffic safety. 12. Eliza Brock -spoke about the cancelled Pride march and EPD's role. 13. Kamryn Stringfield -spoke against mass surveillance and EPD's role in the cancelation of the Pride march. 14. Amanda Walberg -spoke in favor of child safety. 15. Taryn Brevig -spoke about culture and management issues at EPD. 16. Roman Anderson -spoke in favor of hiring smaller, local contractors to build affordable housing. 17. Peter Dragovich -spoke in favor of climate action. 18. Bill O'Brien -spoke about high temperatures at the University of Oregon's graduation ceremony. 19. Ember -spoke about the sidewalk installed alongside the federal building. 20. Jan Bohman -spoke in favor of the home energy score program. 21. Wyn Manselle -spoke about the City's Artificial Intelligence (AI) policy. MINUTES -Eugene City Council Meeting June 22, 2026 Page 4 22. Blair Hickok -spoke in favor of supportive housing. 23. David Igl -spoke about local history. Council Discussion: • • Councilor Keating -stated the 1059 Willamette project is an example of affordable housing connected to services; noted he is in favor of supporting opportunities for small, local, minority, and women-owned contractors; stated past support for expanding accessory dwelling units (ADUs) to improve flexibility and affordability; noted there will be a future work session on expanding Police Auditor complaint timelines; asked for data on gas-powered fleet vehicles and leaf blowers and any electrification plans; noted pedestrian safety concerns on Hilyard; spoke in favor of including resources on the City's website to support communities threatened or intimidated by federal agents. Councilor Groves -asked if any work is being done to address the amplified sound problem at the Saturday Market; stated the City Council does not have the same authority as a federal judge to direct the federal government to remove a fence on its property.
