Haruyama, City Manager Date of Publication: October 6, 2026. Exhibit C to Administrative Order No. 58-26-15 Findings – Page 1 City Manager’s Findings Proposed FY27 Utility Permit Fee Schedule Amendments Pursuant to Section 2.020(2) of the Eugene Code, 1971, the City Manager has considered the following factors in determining the proposed FY27 Utility Permit fee schedule amendments: (a)Applicable policies, enactments and directives of the Council. 1)7.010 Definitions2)7.290 Public Way Construction and Use Permit Required Standard Specifications,Drawings and Design Standards3)7.295 Public Way Construction and Use Permit Application4)7.300 Public Way Construction and Use Permit Fees (b)The amount charged by the City in the past. Amounts charged by the City in the past are reflected on the proposed fee schedule. (c)The full costs of providing the service supported by the fee. For the period from October 1, 2026, through September 30, 2027, the total program cost is estimated to be $1,165,846. This includes $1,017,095 for FTE, $71,262 for materials and supplies (such as computers and related technology), $7,126 for overhead associated with materials and supplies, and $70,362 for fleet. The average revenue for this same period, with the proposed increases, is $1,103,498, which will still not provide full cost recovery; it will result in a shortfall of $62,347 for the next year. Future increases will be considered to attain full cost recovery. (d)The amounts charged by other comparable providers. The City of Eugene’s offering of a “Blanket Permit” is unique; we are not aware of any other jurisdictions that offer this. Individual Permit fees tallied at Price Per Linear Foot (350 ft project) are as follows: Eugene $1.31 Medford $1.37 = 4.6% more than the COE Salem $1.39 = 6.1% more than the COE Bend $1.71 = 30.5% more than the COE Exhibit C to Administrative Order No. 58-26-15 Findings – Page 2 (e) The revenue needs of the City as determined by the adopted city budget. See findings under (c), above. The adopted biennium budget revenue for Utility Permits (Maintenance Division) is $2,000,000. This is the revenue needed to meet the operational needs of the City as determined by the current service level. The program needs revenue to cover existing and future costs of the program to maintain service levels and to lessen the burden on current funding streams. This amount still does not bring the program to full cost recovery. $0.00 $0.50 $1.00 $1.50 $2.00 Eugene Medford Salem Bend Price Per Linear Foot (350 ft project)
