ISSUE STATEMENT
This joint public hearing with the Eugene and Springfield City Councils and the Lane County Board of
Commissioners is being held on a proposal to amend the Metro Plan. The proposed text amendment to
the Metro Plan would update population forecasts for the 2010-2035, period, for the cities of Eugene and
Springfield, replacing the existing forecast that extends to the year 2015.
BACKGROUND
State law gives the County (not the cities) the responsibility of determining the forecast for all of its cities.
Once the County has adopted its countywide forecast, the cities must adopt consistent comprehensive plan
amendments for land use planning purposes, such as the City’s work under House Bill 3337. Lane
County adopted the countywide coordinated population forecast into its Rural Comprehensive Plan on
June 17, 2009. Only when a county fails to adopt a countywide forecast can a city adopt its own (safe
harbor) forecast. Initially, it appeared that Lane County would not be adopting a countywide forecast
within the needed timeframe to be used for the purposes of the Eugene Comprehensive Lands Assessment
(ECLA), so the City began the process of adopting a safe harbor forecast. However, now that the County
has adopted a countywide forecast, safe harbor is no longer an option, and the City is required to proceed
with the adoption of the County forecast.
Lane County Adoption Process
Although state statutes require the cities to hold a public hearing before adopting the population forecast,
the most meaningful opportunity for community input was during the earlier County process. The
County’s process included a great deal of public outreach and was not appealed. The City participated in
this process by attending public hearings as well as separate meetings convened by the County where
representatives from each city had the opportunity to provide comments and interact directly with
representatives from Portland State University (PSU), who were contracted to develop the forecast. Staff
submitted comments as part of these meetings and they were satisfactorily addressed by PSU and the
County. Exhibit A, Attachment 1, contains the findings as well as the County agenda item and ordinance
associated with adoption of the coordinated population forecast into the Rural Comprehensive Plan.

Metro Plan Amendment Process
Approval of a plan amendment requires the City to adopt an ordinance. Approval of a three-
jurisdictional Metro Plan amendment requires the jurisdictions to adopt identical decisions. To comply
with the Charter requirements for ordinances, a draft ordinance approving the requested Metro Plan
amendments has been prepared and is attached for your reference (Attachment A). The Planning
Commission’s findings of approval, which provide a detailed analysis of the proposal’s compliance with
applicable approval criteria, are attached to the draft ordinance as Exhibit A. These are identified as
general findings so that the council can amend or adopt as the council determines necessary. This
ordinance, with any directed changes, will be utilized in the event that the council makes positive findings
that the proposed amendments comply with the applicable approval criteria.

RELATED CITY POLICIES
Eugene Code requires that a Metro Plan amendment be consistent with the Metro Plan, the applicable
refinement plans, as well as the Statewide Planning Goals. The Metro Plan policies and all other plans
applicable to this request are addressed in the Planning Commission’s findings and recommendation
(Exhibit A of Attachment A).
COUNCIL OPTIONS
This item is scheduled for public hearing only. At the time of deliberations and action, the City Council
may consider the following options:
1.Adopt the draft ordinance
2.Adopt the draft ordinance with specific modifications as determined by the City Council
3.Deny the draft ordinance
CITY MANAGER’S RECOMMENDATION
This item is scheduled for a public hearing only. Following the City’s receipt of all evidence, prior to
council deliberations, the City Manager will make a recommendation to be included in the council packet
for action on this item. Separate City Council deliberation and action on this item is tentatively scheduled
for October 12, 2009.
SUGGESTED MOTION
No motion is suggested as deliberation and action is tentatively scheduled for October 12, 2009.

AN ORDINANCE AMENDING CHAPTER I, INTRODUCTION AND PURPOSE
SECTION OF THE EUGENE-SPRINGFIELD METROPOLITAN AREA
GENERAL PLAN BY ADDING SEPARATE POPULATION FORECASTS FOR
THE CITIES OF SPRINGFIELD AND EUGENE FOR THE PERIOD 2010 2030
AND INCLUDING THE YEARS 2031, 2032, 2033, 2034 AND 2035, AND
ADOPTING A SEVERABILITY CLAUSE.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
A.
ORS 197.304 requires the City of Springfield and the City of Eugene, separately
from any other city in Lane County, and based on the jurisdictional area of responsibility
specified in the acknowledged comprehensive plan, to demonstrate as required by ORS
197.296, that its comprehensive plan provides sufficient buildable lands within an urban growth
boundary established pursuant to statewide planning goals to accommodate estimated housing
needs for 20 years.
B.
Oregon Administrative Rule 660-024-0030 requires cities to adopt a 20-year
population forecast for the urban area into the comprehensive plan or in a document referenced
by the plan.
C.
The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) is the sole
acknowledged comprehensive land use plan for Springfield and Eugene.
D.
The Metro Plan contains a single, metropolitan-wide population forecast.
E.
It is necessary for each city to have separate, 20-year forecasts extending to at
least 2030 in order to meet their obligations under ORS 197.304 by the statutory deadline of
December 31, 2009.
F.
On June 17, 2009, the Lane County Board of Commissioners adopted into the
Lane County Rural Comprehensive Plan coordinated population forecasts for Springfield and
-5 and forecasts
area west of I-5 through the year 2035.
G.
The Cities have coordinated extensively with the county staff and the Lane
County Board of Commissioners during the preparation of the coordinated population forecasts
and support the forecasts adopted by Lane County as an amendment to the Lane County Rural
Comprehensive Plan.

NOW, THEREFORE,
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS:
Section 1
. The Metro Plan, Chapter I, Introduction, Purpose Section, is hereby amended
to add and provide as follows:
In order to achieve timely compliance with their statutory obligations under 2007 Or Laws
Chapter 650, the Cities of Eugene and Springfield and Lane County adopt the following
forecasts for their respective jurisdictional areas:

years ending 2030 through 2035, enabling them to meet state requirements concerning the
beginning and ending years of the 20-year planning period.
Section 2
. The findings set forth in attached Exhibit A are adopted as findings in
support of this Ordinance.
Section 3
. If any section, subsection, sentence, clause, phrase or portion of the
Ordinance is for any reason held invalid or unconstitutional by a court of competent jurisdiction,
such portion shall be deemed a separate, distinct and independent provision and such holding
shall not affect the validity of the remaining portions thereof.
