WORK SESSION: Street Assessment Policy City Council President: I move to form a council sub-committee to review the existing Eugene Code regarding assessments with the objective of addressing inequities in the code and identifying measures to reduce the assessments for individual properties. PUBLIC FORUM Mayor: The Public Forum is an opportunity for individuals to speak to the City Council on any city-related issues except for those items which have already been heard by a Hearings Official or are on tonight’s agenda as a public hearing. Each person will have three minutes to speak. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known. The timer and lights indicate the time you have to speak. A yellow light will come on when you have 15 seconds to complete your comments. The red light indicates the end of three minutes. Mayor closes Public Forum and asks for comments from the City Council. 2. CONSENT CALENDAR (Note: Time permitting, action on the Consent Calendar may be taken at the 5:30 p.m. work session.) A. Approval of City Council Minutes - July 27, 2009, Work Session - August 10, 2009, Work Session - August 10, 2009, City Council Meeting - September 14, 2009, City Council Meeting B. Approval of Tentative Working Agenda C. Approval of Funding for Housing Project Affordable to Low-Income Persons D. Call for Public Hearing on Amendment to EC 4.035 – Citation Authority of University of Oregon Department of Public Safety Officers City Council President: I move to approve the items on the Consent Calendar. Roll Call Vote 3. ACTION An Ordinance Concerning Boards, Commissions and Committees; Amending Section 2.013 of the Eugene Code, 1971; and Providing for an Effective Date Eugene City Council Agenda: September 28, 2009 Z:\CMO\2009 Council Agendas\M090928\A090928S.doc City Council President: I move that the City Council adopt Council Bill 5005, an ordinance concerning Boards, Commission, and Committees. Roll Call Vote The City Council will move to the McNutt Room for an Executive Session. 4. EXECUTIVE SESSION Pursuant to ORS 192.660(2)(f) and ORS 192.660(2)(h) Mayor: The Eugene City Council will now meet in Executive Session to consider an exempt public record and to consult with counsel concerning legal rights and duties regarding current litigation or litigation likely to be filed. The Executive Session is held pursuant to ORS 192.660(2)(f) and ORS 192.660(2)(h). Representatives of the news media and designated staff shall be allowed to attend the executive session. All other members of the audience are asked to leave the room. Representatives of the news media are specifically directed not to report on any of the deliberations during the executive session, except to state the general subject of the session as previously announced. No decision may be made in executive session. At the end of the executive session, we will return to open session and welcome the audience back into the room. Adjourn.
