ISSUE STATEMENT
This is an action item to appoint a Eugene representative to the Whilamut Natural Area Citizen Planning
Committee (CPC).
BACKGROUND
Interim appointments are made, when needed, to various boards, committees, and commissions outside
the regular annual recruitment process. A vacancy on the Whilamut Natural Area Citizen Planning
Committee was created when Susan Reddoor resigned her position in spring 2009. A mid-term
recruitment was conducted by Parks and Open Space staff and resulted in one application from Elliott
McIntire, a former member of the CPC.
The CPC was created to prepare a plan to determine the appropriate mix of passive recreational uses for
the park. The committee is now charged with implementing that adopted plan. There are 15 at-large
members: 10 from Eugene, and five from Springfield. The Mayor nominates candidates; the City
Council appoints from the Mayor's list. Both the CPC and POS staff support the appointment of Mr.
McIntire and forwarded his application to Mayor Piercy, who also supports his appointment.
The CPC has requested that the appointment be made prior to its October 15 meeting, so that a full
complement of 15 members will be present to conduct business.

No policy issues are related directly to consideration of this resolution.
COUNCIL OPTIONS
The City Council can vote to approve the nominee; it can also request additional information or
background on the applicant and delay the vote, or reject it entirely.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends approval of the proposed nomination.

SUGGESTED MOTION
Move to appoint Elliott McIntire to Position 2 on the Whilamut Natural Area Citizen Planning
Committee, the unexpired term of Susan Reddoor, ending on June 30, 2011.
