ISSUE STATEMENT
The purpose of this work session is to tour completed and planned pavement preservation projects to
provide the council a perspective of the magnitude of the work completed to date in addressing the
City’s pavement preservation backlog, and the work yet to be done.
BACKGROUND
In 2002, the City embarked on a formal pavement preservation program to address the City’s growing
backlog of pavement preservation projects on the City’s 463 miles of improved streets. While the City
has not been able to reduce the overall backlog of pavement preservation needs, the growth of the
backlog has been significantly slowed and a significant number of projects have been completed across
the entire City.
Through FY09, the City has completed more than 200 lane-miles of pavement preservation projects at a
cost of more than $25 million. The funding sources have included local a gas tax, transportation
systems development charge reimbursement fees, federal Surface Transportation Urban (STP-U) funds,
general funds, the County Road Fund, Street Repair Bond funds and ODOT funds. The types of
pavement preservation work have included total reconstruction, pavement overlays, slurry seals, chip
seals, and full depth reclamation.
RELATED CITY POLICIES
The City Council has adopted the following goal related to pavement preservation –
Transportation Initiative - Develop mechanisms to adequately fund our transportation system for
cars, trucks, bikes and pedestrians, including maintenance and preservation and capital
reconstruction.
