ISSUE STATEMENT
This is an action item to appoint members to the Budget Committee, Civilian Review Board, Human
Rights Commission, Planning Commission, Sustainability Commission, and Toxics Board.
BACKGROUND
Each year, council makes appointments to boards, committees and commissions. Chapter 2 of the
Eugene Code addresses standing committees to the City Council and the appointment process for
each body. For most standing committees created in the code, council is the appointing authority.
The annual recruitment for boards, committees and commissions was initiated on July 20, 2009,
and concluded on September 18, 2009. The recruitment was publicized on the Internet, through
press releases, council newsletter items, at City offices, and at City- and neighborhood-related
meetings and events.
Members of the council were provided with copies of the applications. From this, the council
selected those persons who were to be considered as finalists and who were subsequently
interviewed by the council. If an applicant received five or more votes to be reappointed or
appointed, that person’s name was automatically placed in nomination for formal appointment.
The City Council appoints members to the Budget Committee, Civilian Review Board, Human
Rights Commission, Planning Commission, Sustainability Commission, and the Toxics Board.
The terms for these boards, committees and commissions will begin on November 1, 2009.
RELATED CITY POLICIES
The boards, committees and commissions serve as advisory bodies to the City Council in the
development of various city policies.
COUNCIL OPTIONS
The City Council may
1. Appoint applicants who have been nominated;
2. Appoint other applicants from the pool, or
3. Seek additional candidates for these positions.

CITY MANAGER’S RECOMMENDATION
The City Manager has no recommendation on this item; the appointments are made by the council.
SUGGESTED MOTIONS
Budget Committee
There are three vacancies on the Budget Committee – two expiring terms and one vacancy caused
by the resignation of Kate Davidson. Seventeen applications were received, including applications
from the two current members who wish to be reappointed. From this pool, the council chose to
reappoint both incumbents in the initial round, and selected four others to be interviewed.
Move to reappoint Doug Smith to Position 3 on the Budget Committee for a three-year term
beginning November 1, 2009, and ending on June 30, 2013.
Move to reappoint Joseph Potwora to Position 5 on the Budget Committee, for a three-year term
beginning November 1, 2009, and ending on June 30, 2013.
Move to appoint Ramin Shojai to Position 7 on the Budget Committee, the unexpired term of
Kate Davidson, ending on June 30, 2011.
Civilian Review Board
There are four vacancies on the Civilian Review Board – three expiring terms and one vacancy
caused by the resignation of Ann Marie Lemire. Twenty applications were received, including
applications from the three current members who wish to be reappointed. From this pool, the
council chose to reappoint one incumbent in the initial round and selected 10 candidates for
interviews.
On October, 7, 2009, a community panel met to review the applications and recommend qualified
candidates for council consideration. The panel’s recommendations were forwarded in a
memorandum to the council on October 8.
Move to appoint ____________ to Position 1 on the Civilian Review Board, the unexpired term
of Ann Marie Lemire, ending on June 30, 2011.
Move to appoint Steven Buel-McIntire to Position 3 on the Civilian Review Board for a three-
year term beginning November 1, 2009, and ending on June 30, 2013.
Move to reappoint Tim Laue to Position 4 on the Civilian Review Board, for a three-year term
beginning November 1, 2009, and ending on June 30, 2013.
Move to reappoint Kate Wilkinson to Position 5 on the Civilian Review Board, for a three-year
term beginning November 1, 2009, and ending on June 30, 2013.
Human Rights Commission
There are 10 vacancies on the Human Rights Commission, five expiring terms and five vacancies
caused by the resignation of Twila Souers, Christina Greening, Annette Leonard, Nahali Dave,
and Miso Joo. Nineteen applications were received, including one current member who wishes to
be reappointed. From this pool, the council chose to reappoint Linda Hamilton in the initial

round, and selected nine others to be interviewed.
Move to appoint Ron Burley to Position 2 on the Human Rights Commission, the unexpired term
of Twila Souers ending on June 30, 2011.
Move to appoint Melissa Mona to Position 4 on the Human Rights Commission for a three-year
term beginning November 1, 2009, and ending on June 30, 2013.
Move to appoint Michelle Maher to Position 6 on the Human Rights Commission, the unexpired
term of Christina Greening ending on June 30, 2011.
Move to appoint Lorraine Kerwood to Position 8 on the Human Rights Commission, the
unexpired term of Annette Leonard ending on June 30, 2012.
Move to appoint Mat Beecher to Position 9 on the Human Rights Commission, the unexpired
term of Nahali Dave ending on June 30, 2012.
Move to appoint Toni Gyatso to Position 10 on the Human Rights Commission for a three-year
term beginning November 1, 2009, and ending on June 30, 2013.
Move to appoint Autumn Lovell to Position 11 on the Human Rights Commission, the unexpired
term of Misa Joo ending on June 30, 2012.
Move to appoint Iva Boslough to Position 12 on the Human Rights Commission for a three-year
term beginning November 1, 2009, and ending on June 30, 2013.
Move to appoint Brian Keith Mason to Position 13 on the Human Rights Commission for a
three-year term beginning November 1, 2009, and ending on June 30, 2013.
Move to reappoint Linda Hamilton to Position 14 on the Human Rights Commission for a three-
year term beginning November 1, 2009, and ending on June 30, 2013.
Planning Commission
There are three vacancies on the Planning Commission - two expiring terms and one vacancy
caused by the resignation of Ann Kneeland. Twenty-one applications were received; from this
pool, the council selected 12 candidates to be interviewed.
Move to appoint Jonathan Belcher to Position 4 on the Planning Commission for a four-year
term beginning November 1, 2009, and ending on June 30, 2014.
Move to appoint __________ to Position 5 on the Planning Commission for a four-year term
beginning November 1, 2009, and ending on June 30, 2014.
Move to appoint __________ to Position 6 on the Planning Commission, the unexpired term of
Ann Kneeland, ending on June 30, 2011.
Sustainability Commission

There are four vacancies on the Sustainability Commission. Seventeen applications were
received, including applications from three current members who wish to be reappointed. From
this pool, the council chose to reappoint Lisa Arkin, David Funk, and Rusty Rexius in the initial
round, and selected six others to be interviewed.
Move to reappoint Rusty Rexius to Position 1 on the Sustainability Commission for a three-year
term beginning November 1, 2009, and ending on June 30, 2013.
Move to appoint ____________ to Position 2 on the Sustainability Commission for a three-year

Move to reappoint David Funk to Position 3 on the Sustainability Commission for a three-year

Toxics Board
There are two vacancies on the Toxics Board; one is for a “right-to-know advocate” position and
one is a “business required to report” position. There was one applicant for the “business
required to report” position, and one applicant for the “right-to-know advocate” position. The
council chose to appoint Maeve Sowles to the “business required to report” position and Holly
Jacobson to the advocate position.
Move to appoint Maeve Sowles to Position 1, a business representative on the Toxics Board for a
three-year term beginning on November 1, 2009, and ending on June 30, 2013.
Move to appoint Holly Jacobson to Position 4, an advocacy representative on the Toxics Board
for a three-year term beginning on November 1, 2009, and ending on June 30, 2013.
