2009 Boards and Commissions Interviews

COUNCILORS PRESENT: Alan Zelenka, Chris Pryor, Jennifer Solomon, George Poling, Andrea
Ortiz, Betty Taylor, George Brown, Mike Clark.
COUNCILORS ABSENT: Andrea Ortiz.
Councilors interviewed the following applicant for appointment to the Civilian Review Board:
Steven Broome
Mr. Broome was asked to respond to the following questions:
1. What can you tell us about your activities, personal attitudes and life experiences that would dem-
onstrate you can make objective decisions about complaints against the police and objectively assess
the completeness of Police Department internal investigations?
2. Please describe your views on the differing roles of the Auditor’s Office, the Civilian Review Board,
the Police Commission, the City Manager and the Police Chief.
3. In your opinion, what are the most important functions of the Civilian Review Board?
4. To ensure fair and thorough reviews of cases, Civilian Review Board members typically must
commit numerous hours per month. Are you prepared for this commitment?
5. Have you or a family member ever participated in an organization that advocates a position regard-
ing the police or the criminal justice system? Have you, a close friend, or a family member ever
worked or volunteered with the criminal justice system? If yes, please describe.
6. Although the Civilian Review Board does not impose discipline, would you briefly describe what
impacts you think the board can have when evaluating Police Department investigations, training,
policies and procedures, and the conduct of individual officers?
Mr. Broome was also given an opportunity to ask questions of the council and speak to any other informa-
tion that was relevant to his qualifications. He was thanked for his interest and informed that appointments
would be made at the council’s regular meeting on October 26, 2009.
The meeting adjourned at 7:15 p.m.
