ISSUE STATEMENT
The Police Auditor will give a brief oral presentation to the council on his methodology for the
recommendations made regarding the Taser incident involving the student from China.
BACKGROUND
On September 22, 2009, a Eugene Police officer used a Taser on an 18-year-old college student from
China. The Auditor initiated the complaint investigations and provided administrative recommendations
to the Chief of Police
