Downtown Projects - Tools
City Council President:
Motion 1.d. I move to present to the Urban Renewal
Agency Board for its review a proposed amendment to the downtown
urban renewal plan that would 1) restrict the use of tax increment
funds and increase the spending limit to pay for (i) the Broadway
Place Garages’ debt, thereby freeing up funds for additional police
officers downtown, and (ii) three other projects specified in the
motion below, and 2) terminate the downtown urban renewal district
as soon as the projects are paid for or sufficient funds are collected

to fund those projects. In addition, present to the council, at the
same time that the City Manager brings forward a draft amendment
to the urban renewal plan, an analysis of both a local option levy
and a general obligation bond, instead of tax increment financing, to
fund the specified projects.

spring a proposed ordinance requiring vacant properties to pay
Downtown Service District fees.

funding strategies with a goal of achieving $350,000 in revenue.

the Parks Blocks to enhance that area for the Farmers’ Market.

pursues PeaceHealth’s Willamette Street site for a new VA Clinic,
include the VA Clinic as part of the proposed urban renewal plan
amendment.

1.PUBLIC FORUM
Mayor:
The Public Forum is an opportunity for individuals to speak to the City
Council on any city-related issues except for those items which have already
been heard by a Hearings Official or are on tonight’s agenda as a public
hearing.
Each person will have three minutes to speak. When you come to the podium,
please give your name, city of residence, and, for Eugene residents, your ward if
known. The timer and lights indicate the time you have to speak. A yellow light
will come on when you have 15 seconds to complete your comments. The red
light indicates the end of three minutes.
Mayor closes Public Forum and asks for comments from the City Council.

actions on bills and approval of staff recommendations in the February 3, 2010,
IGR Bill Reports for bills not pulled for discussion at those IGR meetings.

Water Quality Bioswales, Wastewater Facilities, and Related
