HomeMy WebLinkAboutItem C: Eugene Comprehensive Lands Assessment ECC UGENE ITY OUNCIL AIS GENDA TEM UMMARY Work Session: Eugene Comprehensive Lands Assessment Meeting Date: February 24, 2010 Agenda Item Number: C Department: Planning and Development Staff Contact: Jason Dedrick/Lisa Gardner www.eugene-or.gov Contact Telephone Number: 541-682-5451/541-682-5208 ISSUE STATEMENT This work session is an opportunity for the City Council to receive a project update on the Eugene Comprehensive Lands Assessment (ECLA), specifically on progress toward the final land need determination in April, as well as an overview of the approach to early community conversations on the next phase of the project, determining a Eugene-only Urban Growth Boundary. BACKGROUND The goal of the comprehensive lands assessment is to determine whether Eugene has a sufficient supply of land within the Urban Growth Boundary (UGB) to meet the projected demand for residential, commercial, industrial, and public/semi-public land over the next 20 years. This work was undertaken in response to House Bill 3337 which requires Eugene and Springfield to each take action to establish separate urban growth boundaries. A resolution approved by the City Council on December 9, 2009, accepted the draft land need associated with this work with the intent to review and refine this information by April 2010. Additionally, the council approved a motion on October 28, 2009, directing staff to take necessary action for the council to adopt a Eugene-only UGB by the end of February 2011. Draft Land Need As of December 2009, the draft land need was identified as 1,500 to 3,000 acres. This range was illustrative of the fact that a series of outstanding issues identified by the ECLA Community Advisory Committee (CAC) still needed to be resolved (see Attachment A). Since this time, staff, members of the CAC and other community members have been working to resolve these issues in order to determine the final land need. This work session will provide an opportunity for council to receive an update from staff on specific progress toward resolution of the outstanding issues. Next Steps Staff, CAC members and other community members will continue to work toward resolution of the outstanding issues and the presentation of a final land need in April. At that time, the council will be given the opportunity to accept the final land need. If this acceptance shows that additional land is needed, the City will have to undertake a process to examine our policies, seek land use efficiency measures, and conduct other analyses as needed to establish a Eugene-only UGB. Timeline/Process Update for UGB Determination Concurrent to the ongoing work on the draft land need, staff has initiated the second phase of the project, to establish a Eugene-only growth boundary. In doing so, staff teams have begun mapping out a Z:\CMO\2010 Council Agendas\M100224\S100224C.doc detailed timeline for the process, which includes scenario development and analysis following the acceptance of the land need in April, a robust community conversation about the best outcomes desired, and the legal process, including planning commission and joint elected official metro plan amendment process. At the February 24 work session, staff will provide an overview of the timeline being developed to meet council direction for completion of the Urban Growth Boundary determination by February 2011, as well as an introduction to the framework for the community conversations and public outreach approach that are moving forward. RELATED CITY POLICIES ? The City Council has included ECLA as a priority item on the Planning Division Work Program. ? Growth Management Policies are related to ECLA, most notably policies 1, 2, and 5. Policy 1 – Support the existing Eugene Urban Growth Boundary by taking actions to increase o density and use existing vacant land and under-used land within the boundary more efficiently. Policy 2 – Encourage in-fill, mixed-use, redevelopment, and higher density development. o Policy 5 – Work cooperatively with Metro area partners (Springfield and Lane County) and other o nearby cities to avoid urban sprawl and preserve the rural character in areas outside the urban growth boundaries.
