Metro Plan Work Plan Report

ISSUE STATEMENT
Planning Directors from Springfield, Lane County and Eugene are working to update the Metro Plan based on
regional issues and HB 3337. Staff has developed a work plan (included in the December 7, 2009 JEO meeting
packet as Attachment A) that identifies:
1.Specific regional issues to be addressed.
2.General approach to resolve these issues.
3.Metro Plan chapters and sections that will need to be updated.
The five specific regional issues noted above, as confirmed by the elected officials from Springfield, Lane
County and Eugene, include:
1.Definition of Key Urban Services
2.Jurisdictional Autonomy
3.Urban Transition Agreements
4.Dispute Resolution
5.Farmland and Open Space Protection
Beginning with 1. Definition of Key Urban Services, staff has begun to identify and remove the inconsistencies
within the Metro Plan text. Policy-related questions will be identified and brought to the JEO/individual
jurisdictions for consideration as appropriate.
