The purpose of the EMPG is to assist state and local governments in enhancing and sustaining all-hazards emergency management capabilities. The City is now eligible to have up to 50 percent of its eligible program costs reimbursed by the Department of Homeland Security. The Emergency Management Performance Grant funds up to 50 percent of most of the counties’ Emergency Management Programs throughout the state of Oregon, along with a few cities. Beginning in FY10, the cities of Eugene and Salem were added to the program by the State of Oregon Emergency Management, which administers the grant. The City of Eugene Emergency Management Program will submit a yearly work plan, budget and quarterly reports to Oregon Emergency Management for approval and submission to the Department of Homeland Security. For more information, contact Emergency Program Manager Joe Rizzi at 541-682-5664. th 19 Annual ACT-SO Competition at Hult Center on April 24 The local Eugene/Springfield branch of the National Association for the Advancement of Colored People (NAACP) th presents its 19 Annual ACT-SO competition, in partnership with the City of Eugene, at 7 p.m., April 24, at the Hult Center. ACT-SO is an acronym for Academic, Cultural, Technological and Scientific Olympics. Admission to the event is free. The ACT-SO program centers on the dedication and commitment of community volunteers and business leaders who serve as mentors and coaches to promote academic and artistic excellence among African-American students. This year, ACT-SO students from local school districts will compete in oratory, music vocal contemporary, music vocal classical, music instrumental classical, music instrumental contemporary, filmmaking, poetry, essay-writing, drawing, painting, photography, music composition and dramatics. Special guests include “Rezonate” and “Forest Waters.” “Rezonate” is the award-winning, premiere a cappella group in EUGENE CITY COUNCIL NEWSLETTER PAGE 1 April 22, 2010 Eugene. The gentlemen of “Rezonate,” one of whom is an ACT-SO alumni, sing R&B, gospel, pop, soul, jazz, funk, and even some hard rock, both arranging covers and writing original songs. "Forest Waters" is a local band that includes an ACT-SO student and brings rock and roll to the stage for the enjoyment of all. For more information, contact Rayna Luvert at 541-556-7082. Earth Day Celebrated Around Town An abundance of activities are taking place this week in honor of the nationally recognized Earth Day on April 22. This year’s Earth Day event at EWEB’s River Edge Plaza will take place from 11 a.m. to 5 p.m. on Saturday, April 24. The event will feature 40 educational activity booths, John H. Baldwin Film and Lecture Series, musical main stage, important community awards, Procession of All Species Parade, Fix-it Fair and more. Mayor Kitty Piercy will be the opening speaker at 11:30 a.m. The Stormwater Program and Green Building and Solid Waste Management Program will share an educational booth space with a focus on durable goods and the Canines for Clean Water program. The Transportation Planning Team will provide materials including bicycle maps, safety information and a summer events schedule to be distributed at the Point2Point booth. For more information about the event, go to www.earthdayoregon.com. In addition, the public is invited to shop for a cause on Earth Day at Passionflower Design in downtown Eugene. The store will be open until 8 p.m. on Thursday, April 22, with 10 percent of proceeds from sales between 5 p.m. and closing going to the Eugene Parks Foundation to fund the conversion of the closed wading pool at Washington Park into an eco- friendly spray play water park. Also in parks, the Volunteers in Parks program will be working with 120 students from Village School on their first annual Earth Day Action event. Students will be mulching, planting native shrubs, and removing invasive species in the park around the Campbell Senior Center. Across town at the Guda-Kut natural area, a dozen middle-school students from Lane County schools will be working with the City of Eugene Stream Team program to mulch and weed the site on Earth Day. Art Contest Will Promote “Summer in the City” Events The City of Eugene, Ethos Magazine, and Ninkasi Brewing are hosting a public art competition to promote a vibrant, colorful downtown Eugene this summer. The winning piece will be displayed throughout the summer on a 7-foot by 17-foot-tall banner on the Parcade parking structure. The competition is open to all local artists. Artist’s submissions should be in the spirit of the “Summer in the City — Downtown” event series, which present family-friendly events downtown throughout the summer. The art must be fun, colorful, and vibrant and may include, but is not limited to, photography, digital designs, paintings, or illustrations. Judges will be looking for originality, creativity, and works that suggest summer fun in downtown Eugene, abstractly or otherwise. The temporary art could relate to/promote the Summer in the City—Downtown event series, but should not be a literal event listing. Submissions are due by May 7. The winner will be selected by Ethos Magazine, City of Eugene, and Ninkasi Brewing. Ethos Magazine is a student publication based at the University of Oregon. Annual Glitterary Word Festival Is April 24 Kids, teens, and families are invited to join in the fun at the annual Glitterary Word Festival on Saturday, April 24, 11:00 a.m. - 5:30 p.m., at the Eugene Public Library Downtown. Admission is free. This family play day is inspired by the 2010 theme, "Things." The day will begin with readings by winners of the Young Writers Association’s creative writing contest, followed by a light luncheon reception. At 1 p.m., acclaimed author Helen Frost will lead a multi-age writing workshop. From 3:00 – 5:30 p.m., a wide variety of hands-on, creative activities will be EUGENE CITY COUNCIL NEWSLETTER PAGE 2 April 22, 2010 available. Helen Frost was awarded a National Endowment for the Arts Poetry Fellowship in 2009. She has published poetry, five “novels-in-poems” for children and young adults, anthologies, a play, and a book about teaching writing. Frost has taught writing at all levels from pre-school through university. While in Eugene, she will also lead a free writing workshop for adults at 2 p.m. on Sunday, April 25, at the Downtown Library (pre-registration required: 541-682-5450, press 2). The week’s events are co-sponsored by the Young Writers Association, Lane Literary Guild, and Eugene Public Library, and made possible in part by a grant from Lane Arts Council with support from the City of Eugene Cultural Services Division. Preparing for the Local Effects of Climate Change Tuesday, April 27, from 12 – 1 p.m., in the Tykeson Room at the Eugene Downtown Library, the City of Eugene’s Green Building Program, in partnership with the Cascadia Region Green Building Council, will offer at no-cost the first presentation in a series dedicated to Climate Change and the Built Environment. Senior Energy Advisor of the Climate Leadership Institute (CLI), Roger Hamilton, will present findings from the 2009 CLI study, “Preparing for Climate Change in the Upper Willamette River Basin in Western Oregon,” with an emphasis on providing recommendations on local adaptation strategies for the built environment. Hamilton has served as Governor Kitzhaber’s Advisor on Energy and Watersheds, as an Oregon Public Utility Commissioner and a Klamath County Commissioner. He currently serves on the Board of Directors for the Energy Trust of Oregon and consults on electric transmission issues for the wind, central solar, and geothermal power industries. The Climate Leadership Initiative is a social science-based global climate change research and technical assistance program, whose mission is to foster the development and application of innovative thinking and approaches to the complex causes and solutions to global climate change.
