The 48-.hour application processing ~.nterval ~{ . ~; ,~ ~' ~ shall not be waived whenever additional .police resources ~ ~ :; ~,~~ will be required. Payment of additional police costs shall ~ `; ~. be required only if the following conditions are met: ~u~ I~ ~,.: f . a. Administrative Rules - 1 .a; .. ~', ~•, t - `~,` '~ .~. ~ ~3~ i i i b. where the parade permit applicant shawl that the parade route from beginning to end is greater than ~ miles and requires the temporary closure of streets far motor vehicles and active traffic management by the Eugene Police Department. 4. Any. applicant receiving approval for a parade shall be an actual participant in the parade. That persan~ along with any other individuals wha are parade leaders shall wear conspicuous items of identification, such as colored arm bands, vests, hats, lapel buttons or name tags.. 5. Applicants shall be notified at the time of [~pplica- tion of the availability of insurance for the event. 6. Na parade permit shall be issued far the' us~~ of any principal arterial street in the City o~ Fuc~ene between the hours of 7: DD to 9:~4 a.m, and 4:OD to Ei:DO ~~.m., except on Sunday. "Principal arterial streets" shall be those streets designated as such vn the Eugene Urban ~'~r~a Ma~~ ~Fur~ctional Highway Classification Map? ~ which~~ is a prouuct of thc~ ~)rcYgon State Highway Division.
