WORK SESSION: Eugene Water & Electric Board Sale of Water to Veneta City Council President: I move to direct the Manager to intervene in the validation proceeding and argue that the City Charter grants to the council, rather than EWEB, the authority to decide to sell water outside the City’s limits. Each person will have three minutes to speak. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known. The timer and lights indicate the time you have to speak. A yellow light will come on when you have 15 seconds to complete your comments. The red light indicates the end of three minutes. Mayor closes Public Forum and asks for comments from the City Council. 2. CONSENT CALENDAR (Note: Time permitting, action on the Consent Calendar may be taken at the 5:30 p.m. work session.) A.Approval of City Council Minutes - April 26, 2010, Council Meeting - May 10, 2010, Work Session B.Approval of Tentative Working Agenda City Council President: I move to approve the items on the Consent Calendar. Roll Call Vote 3.ACTION: Resolution 5008 Electing to Receive State Revenue Sharing Funds Pursuant to Section 221.770 of Oregon Revised Statutes: Resolution 5009 Certifying that the City of Eugene Provides the Municipal Services Required by Oregon Revised Statues Section 221.760 in Order to Receive State Shared Revenues; and Resolution 5010 Adopting the Budget, Making Appropriations, Determining, Levying and Categorizing the Annual Ad Valorem Property Tax Levy for the City of Eugene for the Fiscal Year Beginning July 1, 2010, and Ending June 30, 2011 Eugene City Council Agenda: June 28, 2010 Z:\CMO\2010 Council Agendas\M100628\A100628S.doc City Council President: I move toadopt Resolution 5008 electing to receive state revenue sharing funds pursuant to Section 221.770 of Oregon Revised Statutes. Roll Call Vote City Council President: I move to adopt Resolution 5009 certifying that the City of Eugene provides the municipal services required by Oregon Revised Statues Section 221.760 in order to receive State Shared Revenues. Roll Call Vote City Council President: I move to include the City Manager’s recommended changes to the budget for the Downtown Urban Renewal Plan amendment. Roll Call Vote The Mayor adjourns the meeting of the Eugene City Council and convenes a meeting of the Eugene Urban Renewal Agency. 4.ACTION: Resolution 1055 of the Urban Renewal Agency of the City of Eugene Adopting the Budget, Making Appropriations, and Declaring the Amount of Tax to be Received for the Fiscal Year Beginning July 1, 2010, and Ending June 30, 2011 Urban Renewal Agency President: I move to adopt Resolution 1055 of the Urban Renewal Agency of the City of Eugene adopting the budget; making appropriations; and declaring the amount of tax to be received for the fiscal year beginning July 1, 2010, and ending June 30, 2011. Roll Call Vote The Mayor adjourns the meeting of the Eugene Urban Renewal Agency and reconvenes a meeting of the Eugene City Council. 5.ACTION: Resolution 5011 Adopting a Supplemental Budget; Making Appropriations for the City of Eugene for the Fiscal Year Beginning July 1, 2009, and Ending June 30, 2010 Eugene City Council Agenda: June 28, 2010 Z:\CMO\2010 Council Agendas\M100628\A100628S.doc City Council President: I move to adopt Resolution 5011 adopting a Supplemental Budget; making appropriations for the City of Eugene for the fiscal year beginning July 1, 2009, and ending June 30, 2010. Roll Call Vote The Mayor adjourns the meeting of the Eugene City Council and reconvenes a meeting of the Eugene Urban Renewal Agency. 6.ACTION: Resolution 1056 Adopting a Supplemental Budget; Making Appropriations for the Urban Renewal Agency for the Fiscal Year Beginning July 1, 2009, and Ending June 30, 2010 Urban Renewal Agency President: I move toadopt Resolution 1056 adopting the FY10 June Supplemental Budget; making appropriations for the Urban Renewal Agency for the fiscal year beginning July 1, 2009, and ending June 30, 2010.
