BACKGROUND Council Action History When needed, interim appointments are made to various boards, committees, and commissions outside of the regular annual recruitment process. Several appointments were made to this body in January 2003 during the regular cycle. Policy Issues There are no policy issues related to these appointments. Council Goals These appointments do not directly relate to a current council goal. Financial and/or Resource Considerations There are no financial or resource issues to be considered in this action. Other Background Information Based upon a recommendation from the Eugene Area Chamber of Commerce, the Mayor nominates and the City Council appoints representatives to the Lane Workforce Partnership Board of Directors. This intergovernmental body directs the operations of local employment and training programs funded under the federal Job Training Partnership Act. It is a private, nonprofit organization dedicated to providing job training and stay-in-school services to low-income residents and dislocated workers throughout Lane County. Federal regulations require that the City of Eugene seek nominations from a general purpose business organization. Residency within the Eugene city limits is not required for consideration for appointment. The by-laws of the organization call for a board of up to 15 members, composed of persons representing a number of stakeholders in local work force issues. Action on this item is to replace an expired term and a business interest formerly located in Eugene which has now become a Springfield business interest. OPTIONS The City Council can vote to approve either or both of these nominees; it can also request additional information or background on these applicants and delay the vote, or reject the nominees entirely. STAFF RECOMMENDATION Staff recommends approval the motion to appoint both of the nominated applicants. SUGGESTED MOTION Lane Workforce Partnership The City Council confirms the nomination from the Eugene Chamber of Commerce. Move to appoint Ronald Thomas to Position 5 on the Lane Workforce Partnership Board of Directors for a three-year term, beginning on January 1, 2004, and ending on December 31, 2006. Move to appoint Carolyn Kalish to Position 8 on the Lane Workforce Partnership Board of Directors for a three-year term, beginning on January 1, 2004, and ending on December 31, 2006. ATTACHMENTS A. MEMBERSHIP The Board of Directors is comprised of a majority from business and includes representatives from education, labor, community-based organizations, economic development, elected officials and state agencies. The City of Eugene has business representatives on the board plus one elected official. A business candidate must be an owner, chief executive officer, chief operating officer or individual with policy making or hiring authority, and whose business is from a growing sector of the the Lane County economy. TERM The six business representatives serve three year terms; the elected official serves a one year term. APPOINTMENT The Mayor appoints the elected official. The business representatives are recommended by the Eugene Area Chamber of Commerce to the Mayor who nominates candidates who are then confirmed by the City Council. The Lane Workforce Partnership has recruited Carolyn Kalish, Human Resource Manager for Comcast Cable, to fill one vacancy and Ronald Thomas, Senior Account Executive for Oregon Telecom, to fill the other vacancy. Enclosed is a letter from the Eugene Chamber of Commerce approving the nomination of Ms. Kalish and Mr. Thomas. The Workforce Investment Act of 1998 requires that local workforce investment boards, i.e., the Lane Workforce Partnership board of directors, be comprised of a majority from business. Business representation must be owners of businesses, chief executives, or operating officers of business or employers with optimum policymaking or hiring authority; represent businesses with employment opportunities that reflect the employment opportunities of the local area and; are appointed from among individuals nominated by local business organizations, i.e., the Eugene Chamber, and business trade associations.
