Traffic Engineer of the City of Eugene
ESTABLISHING A DELIVERY VEHICLE PARKING PERMIT PROGRAM.
The Traffic Engineer of the City of Eugene finds that:
.A*- Section 5.040 of the Eugene Code, 1971 (EC) authorizes the City Manager or the
Manager's designee to take administrative action establishing parking area time limitations,
including the form of permissible parking and imposing conditions upon which the streets and
other public property may be used for parking.
B. Administrative Order No. 58-09-14 delegated to the Traffic Engineer of the
Public works Department the authority to exercise all of the duties and responsibilities
specifically defined as those of the City Manger in EC 5.040 and 5.050.
C. It is in the City's interest to facilitate economic activity, provide additional
parking options outside of commercial parking spaces, and encourage legal use of the regulated
parking system.
On the basis of these findings, I order the establishment of a delivery vehicle
parking permit program as follows:
19 - Definition A delivery vehicle is defined by one or both of the following criteria:
a. A vehicle with a "T" license plate. The plate is issued by the state of Oregon.
b. A vehicle bearing the name of the business displayed on at least the driver's side
of the vehicle. This information may be either imprinted on the vehicle or on a
commercially made sign (measuring no less than 12 inches in height and 12
inches in width.)
20' Parking ,Space Designation and Use Permitted vehicles may occupy a metered space
for not more. than l 0 minutes without payment of meter fees.
3. Delivery Vehicle ParkinLy Permit
a. Application for a delivery vehicle permit shall be submitted to the City on a City-
approved form'.

b. The Parking Services Manager is authorized to issue delivery vehicle permits.
C. The permits must be clearly displayed in the lower center of windshield when
pickup or couriering is performed.
d. The permit remains the property of the City of Eugene and must be surrendered
upon demand by any authorized officer.
e. The permit may not be used in addition to time on the meter.
f. The permit holder is prohibited from allowing a vehicle not listed on the permit
application from using the permit.
g. A fee established in accordance with EC 2.020 and EC Chapter S will be charged
for delivery vehicle permits. Permits are issued for the calendar year and fees are
prorated based on purchase date.
410 Violations Violations of the terms of the permit, as established by this order, will be
penalized as follows:
a. 2nd violation: 10 days suspension of permit.
b. 3rd violation: 30 days suspension of permit.
C. 4th violation: revocation of permit.
Failure to surrender a suspended permit within 10 days of the date of notification of the
suspension will result in the cancellation of that permit for the remainder of the year.
Continued non - compliance may .result in an examination of whether permits will be
issued.
