BACKGROUND OnJune21 2010 theCityCouncilheldapublichearingtoconsideranordinancethatimplementsthe WalnutStationMixedUseCenterproject Staffhaspreparedamemorandumwhichprovidesa responsetotheissuesraisedi
ntheoralandwrittentestimony includedasAttachmentA AttachmentB includesallthepublictestimonythathasbeensubmittedontheprojectsince June9 2010 Testimonyhasbeengenerallysupportiveoftheproject
withafewspecificexceptions Severalwho spokefromtheFairmountneighborhoodraisedconcernswithregardstotrafficimpacts potential spilloverparkingimpacts andgeneral neighborhoodcompatibilityissues
Manyofthese concernshave beenaddressed withpolicyrevisionsthathavebeenincludedintheWalnutStationSpecificArea Plan AttachmentE ExhibitC Asexplained atthepublichearing thesepolicychangesweremadeto
addressneighborhoodconcernsandwere approvedbytheFairmountneighborhoodrepresentativesprior tothehearing Thesepolicyrevisionsarealsosupportedbytheremainderofthestakeholdersand informationintherecord
Manywhosubmittedtestimony includingtheUniversityofOregon theChamberofCommerce and localbusinessowners indicatedthatwhiletheyfavortheprojectoverall theydonotsupportthe PlanningCommission

TheEmXbusrapidtransitlineisnowestablishedthere andtheavailabilityoftransitmeansfewer people willneedtoarrivetotheareainavehicle TheUniversityofOregonisdirectlyadjacent so studentsandfaculty
haveeasywalkingaccesstothearea Theformbasedcodehasfocusedon facilitating mixedusedevelopment andthisalsoreducesparkingdemandsincemotoristsonlyneed toparkoncetovisitofanumberofdestinations
However thereisthe potentialfortheparking spillover impactsinthe neighborhood andtheseimpactsneedtobeaddressed ResidentialParking Programs RRPs areoneofthemosteffectivemeansofaddressing
spillover parking TheArenaParkingDistrictestablishedaspartofanagreementfor theMatthewKnight Arenaprovides aResidentialParking ProgramfortheFairmountneighborhoodwhichrestricts
AttachmentA parkinginthatneighborhoodtoamaximumoftwohoursinanygivenoff streetparkingspace It is believedthattheRPPcanaddress theneighborhoodconcernsregardingspilloverimpacts but neighborhood
representativeshavesuggestedthatthisprogramneedsfurtherevaluationto determine ifitisthecorrectandonlymechanismappropriateforthearea Staffconcurswiththe neighbors recommendationandhasincorporatedthefo

sfromreducedparkingallowancesintheS WSWalnutStationSpecialArea Zoneandshallrecommendalternativemeasuresifthe evaluationdeterminestheParking Districtisinadequateorinappropriate Inpreparingthe
report citystaffshallconsultwithrepresentativesofthe FairmountNeighborsAssociation andtheUniversityofOregon InadditiontoevaluatingwhethertheRRPistheappropriateandonlymechanismneededtoaddress
