ISSUE STATEMENT
The City Council will consider the appointment of two members to the Historic Review Board, as
recommended by the Mayor and chair of the Planning Commission.
BACKGROUND
The Historic Review Board is a subcommittee of the Planning Commission. Unlike other board and
commission appointments, Sections 2.013 and 2.355 of the Eugene Code stipulate that the Mayor and
chair of the Planning Commission
nominate the candidates for the Historic Review Board, with the City
Council making the final appointment.
There are currently two vacancies on the Historic Review Board. The terms for both positions would
run from July 1, 2010, to June 30, 2014. These positions have remained unfilled for the last few months
in order to assess potential resource impacts that might have resulted from the FY 11 budget. With the
budget now adopted, the Planning Division proposes that these two vacancies be filled.
Although there were initially three candidates for the two vacancies, one candidate withdrew from
consideration prior to review by the Mayor and chair of the Planning Commission. The two remaining
candidates are Sara Palmer, an incumbent requesting a second term; and Marti Gerdes. Both candidates
have substantial experience in historic preservation. Application materials for both candidates are
attached.
The Mayor and Planning Commission Chair have reviewed the two applications and are recommending
that each be appointed for the remainder of these four-year terms.
RELATED CITY POLICIES
The Eugene Historic Review Board is a seven-member subcommittee of the Planning Commission and
includes one representative from the Planning Commission. The Historic Review Board was established
in February, 1975, (Ordinance #17251).
COUNCIL OPTIONS
The City Council may:
1. Appoint the candidates nominated by the Mayor and chair of the Planning Commission.
2. Leave the position(s) vacant in order to solicit additional candidates.

CITY MANAGER’S RECOMMENDATION
The City Manager has no recommendation on this item; the recommendations are made by the Mayor
and chair of the Planning Commission.
SUGGESTED MOTION
Move to reappoint Sara Palmer to Position 5 of the Historic Review Board for the remainder of a four-
year term, beginning on July 1, 2010, and ending on June 30, 2014.
Move to appoint Marti Gerdes to Position 3 of the Historic Review Board for the remainder of a four-
year term, beginning on July 1, 2010, and ending on June 30, 2014.
