BACKGROUND The goal of Envision Eugene is to create a community vision for how and where to accommodate Eugene’s expected population growth over the next 20 years. State law requires all cities to plan for projected population growth and to ensure that their urban growth boundary (UGB) meets the projected need. On June 14, 2010, staff provided the council with an update on Envision Eugene and indicated our intent to work with a group of community members, referred to as the Community Resource Group (CRG), throughout the summer. The CRG is comprised of community leaders, including business owners, advocacy groups, school representatives, neighborhood leaders, elected and appointed officials, and City staff. The CRG will convene for the seventh time on October 12, one day prior to this work session. Our work with this group has accomplished many things, including:  Improved communication amongst community members, elected officials, and staff;  Clarification of commonly used terms and phrases that help define our vision for the future; and  Guidance to staff regarding specific growth-planning recommendations. The October 12 CRG meeting will include consideration of a proposal for mixed-use development in Eugene based on input and discussion at the September 14 CRG meeting. Also on the agenda is a discussion about economic development including specific plan concepts necessary to increase industrial- and commercial-based jobs. Outcomes from the CRG discussion on both of these items will be shared with the council at the work session on October 13. In addition to the work of the CRG, various public engagement tools have been used to communicate with the broader community. From student art contests and Facebook, to traditional public workshops, there have been many opportunities for the community to provide input into this process. Additional opportunities are planned, including a Map Room/Open House on October 28 at the Eugene Public Library, from 4 - 7 p.m. L:\CMO\2010 Council Agendas\M101013\S101013A.doc In the next couple of months, staff will be assembling the various pieces of this work into a draft plan concept for accommodating growth. This draft plan concept will be brought to the general public, the Community Resource Group, boards and commissions, and the City Council for review and comment. The City Manager will then present a proposed plan to the council in February 2011. Following council action on the proposed plan, staff will move forward to prepare the technical and legal findings necessary for the formal approval and adoption process at the state and local level. RELATED CITY POLICIES  Growth Management Policies are related to Envision Eugene, most notably policies 1, 2, and 5. Policy 1 – Support the existing Eugene Urban Growth Boundary by taking actions to increase o density and use existing vacant land and under-used land within the boundary more efficiently. Policy 2 – Encourage in-fill, mixed-use, redevelopment, and higher density development. o Policy 5 – Work cooperatively with Metro area partners (Springfield and Lane County) and other o nearby cities to avoid urban sprawl and preserve the rural character in areas outside the urban growth boundaries.
