Each person will have three minutes to speak. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known. The timer and lights indicate the time you have to speak. A yellow light will come on when you have 15 seconds to complete your comments. The red light indicates the end of three minutes. Mayor closes Public Forum and asks for comments from the City Council. 2. CONSENT CALENDAR (Note: Time permitting, action on the Consent Calendar may be taken at the 5:30 p.m. work session.) A.Approval of City Council Minutes - May 26, 2010, Work Session - July 12, 2010, City Council Meeting - October 18, 2010, Boards, Commissions, and Committees Interviews - October 18, 2010, Public Hearing B. Approval of Tentative Working Agenda C. Appointment to Police Commission D. Appointments to Human Rights Commission City Council President: I move to approve the items on the Consent Calendar. Roll Call Vote 3.ACTION: Approval of Funding for Affordable Housing Energy Improvement Projects City Council President: I move to approve the use of $160,000 in EECBG funding for three projects: 1) $73,750 for installation of a ductless heat system at Oakwood Manor; 2) $71,577 for installation of a solar water preheat system at Ross Lane Apartments; and 3) $14,673 for installation of energy efficient th windows at 29 Place. ACTION: Adoption of an Ordinance Concerning Citation Authority of University of Oregon Department of Public Safety and Amending Section 4.035 of the Eugene Code, 1971 City Council President: I move to adopt Council Bill 5036, an ordinance concerning citation authority of University of Oregon Department of Public Safety . Roll Call Vote The council will reconvene in the McNutt Room for an executive session. 5.EXECUTIVE SESSION Pursuant to ORS 192.660(2)(h) Mayor: The Eugene City Council will now meet in Executive Session to consult with legal counsel regarding litigation. The Executive Session is held pursuant to ORS 192.660(2)(h). Representatives of the news media and designated staff shall be allowed to attend the executive session. All other members of the audience are asked to leave the room. Representatives of the news media are specifically directed not to report on any of the deliberations during the executive session, except to state the general subject of the session as previously announced. No decision may be made in executive session. At the end of the executive session, we will return to open session and welcome the audience back into the room. Adjourn.
