Mayor opens the public hearing: Those wishing to speak during the Public Hearing must submit a completed “Request to Speak” form to the information desk, prior to the beginning of the Public Hearing. When you come to the podium, please give your name, city of residence, and, for Eugene residents, your ward if known; you will have three minutes to comment. There are lights on the podium; the yellow light indicates you have 15 seconds to complete your comments. The red light indicates the end of three minutes. Mayor: Closes the public hearing. Suggested motion if the council chooses to take action: City Council President: I move to adopt Council Bill 5040 establishing a process and standards for issuing Economic Development Project Revenue Bonds as Recovery Zone Facility Bonds. ACTION: Adoption of Resolution 5017 Authorizing Economic Development Project Revenue Bonds as Recovery Zone Facility Bonds to Finance Improvements on the Vacant Parcel Located at Broadway and Willamette Street and Adjacent to the Centre Court Building City Council President ove to approve the Revised Outline of Terms : I m included in Attachment A. Roll Call Vote Adopt Resolution No.5017 authorizing Economic Development Project Revenue Bonds As Recovery Zone Facility Bonds to finance improvements on the vacant parcel located at Broadway and Willamette Street and adjacent to the Centre Court Building. Roll Call Vote 3.ACTION: Adoption of an Ordinance Concerning Authority of Traffic Control Officers to Direct Traffic and Amending Sections 2.660, 5.010, 5.060, 5.065, 5.275 and 5.276 of the Eugene Code, 1971 Eugene City Council Agenda: November 22, 2010 Z:\CMO\2010 Council Agendas\M101122\A101122S.doc City Council President: I move to adopt Council Bill 5039, amending sections 2.660, 5.010, 5.060, 5.065, 5.275 and 5.276 of the Eugene Code, providing authority to community service officers to direct traffic on the streets and public thoroughfares of the city. Roll Call Vote 4.PUBLIC HEARING: An Ordinance Concerning Downtown Public Safety Zone; Amending Section 4.874 of the Eugene Code, 1971; and Providing a Sunset Date Manager: Introduces topic, presents background information.
