HomeMy WebLinkAboutItem A: Joint Meeting with the Planning Commission-Envision Eugene Update ECC UGENE ITY OUNCIL AIS GENDA TEM UMMARY Work Session: Joint Meeting with the Planning Commission - Envision Eugene Update Meeting Date: November 22, 2010 Agenda Item Number: A Department: Planning and Development Staff Contact: Lisa Gardner www.eugene-or.gov Contact Telephone Number: 541-682-5208 ISSUE STATEMENT This joint work session with the City Council and Planning Commission provides a unique opportunity to learn about the Envision Eugene process, hear various perspectives about the progress of the Community Resource Group (CRG), and engage in a dialogue about a future decision-making framework. BACKGROUND In addition to the work of the CRG, various public engagement tools have been used to communicate with the broader community. From student art contests and Facebook to traditional public workshops, there have been many opportunities for the community to provide input into this process. Most recently, a Map Room/Open House was held on October 28 that attracted over 150 attendees to view maps, web tools, reports, and videos related to planning for our next 20 years. The City Manager will present the City Council with a decision-making framework in February 2011 that will enable staff to move forward with the preparation of technical and legal findings necessary for the formal approval and adoption process of a Eugene-only Urban Growth Boundary. The Planning Commission will have an opportunity to provide their recommendation prior to the council’s February work session. Both bodies will have an opportunity to discuss the components of this framework at the November 22 work session. Included below in the list of attachments are links to a series of reports that document the Community Resource Group process. A copy of these reports has been printed and is available for review in the Council Office. A list of individuals who have participated in the CRG process is attached. RELATED CITY POLICIES  Growth Management Policies are related to Envision Eugene, most notably policies 1, 2, and 5. Policy 1 – Support the existing Eugene Urban Growth Boundary by taking actions to increase o density and use existing vacant land and under-used land within the boundary more efficiently. Policy 2 – Encourage in-fill, mixed-use, redevelopment, and higher density development. o Policy 5 – Work cooperatively with Metro area partners (Springfield and Lane County) and other o nearby cities to avoid urban sprawl and preserve the rural character in areas outside the urban growth boundaries.
