Adoption of Resolution 5018 Authorizing Exception to the
Limited Neighborhood Recognition Policy for the River Road
and Santa Clara Community Organizations
City Council President:
Move to adopt Resolution 5018
authorizing exceptions to the limited recognition policies for River
Road and Santa Clara community organizations allowing for
participation in the SNAP program and continued expenditure of
Special Assessment Bond funds for printing and mailing of
neighborhood publications to non-city addresses.

1. PUBLIC FORUM
Mayor:
The Public Forum is an opportunity for individuals to speak to the City
Council on any city-related issues except for those items which have already
been heard by a Hearings Official or are on tonight’s agenda as a public
hearing.
Each person will have three minutes to speak. When you come to the podium,
please give your name, city of residence, and, for Eugene residents, your ward if
known. The timer and lights indicate the time you have to speak. A yellow light
will come on when you have 15 seconds to complete your comments. The red
light indicates the end of three minutes.
Mayor closes Public Forum and asks for comments from the City Council.

Adoption of Resolution 5019 Adopting a Supplemental Budget; Making
Appropriations for the City of Eugene for the Fiscal Year Beginning July 1,
2010, and Ending June 30, 2011

Mayor opens the public hearing:

Appropriations for the Urban Renewal Agency of the City of Eugene for
the Fiscal Year Beginning July 1, 2010 and Ending June 30, 2011

Urban Renewal Agency President :

a Supplemental Budget; making appropriations for the Urban Renewal Agency
of the City of Eugene for the Fiscal Year beginning July 1, 2010, and ending

Development Project Revenue Bonds as Recovery Zone Facility Bonds

8. ACTION:
An Ordinance Concerning Assessments for Street Improvements
City Council President:
Move to adopt Council Bill 5038 concerning
assessments for street improvements included as Ordinance Version C, and
Move to amend Ordinance Version C to reduce by 25 percent the assessment of
residential and non-residential parcels located on a previously improved dead-
end street or cul-de-sac as shown in Attachment D.
