WHEREAS, it appears necessary to the Common Council of the
City of Eugene, Oregon that the operating expense of the City
for the fiscal year commencing July 1, 1970 and ending June 30,
1971 will require $ i. 364,838 more in tax revenues than ' the
City is authorized to raise by taxation within the Limitation
contained in Article XI., Section 11 of the Constitution of the
State of Oregon.
NOW THEREFORE,,
BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF EUGENE,
OREGON, that the measure hereinafter set forth be s ubmitted to
the legal Voters of said City of Eugene, Oregon at the Special
Election to be held on May 26, 1970 from 8% A.M. , Pacific Day -
light Time, to 8:00 P .M. , Pac ific Daylight Time as authorized
and provided by Ordinance No. 15890 adopted by the Common Council'
February 24, 1970, and approved by the Mayor February 25, 1970
' for its adoption or rejection, said measure shall be as follows:

AN ACT
Authorizing the Common Council to levy $ 1,364,838 more in
tax revenues than the City is authorized to raise by taxation with-
in the six per cent limitation upon the City's tax levy as cono"
twined in Article XI, Section 'll of the .Constitution of Oregon.
THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS t
BE IT ENACTED BY THE ELECTORS OF THE CITY OF EUGENE OREGON:
Section 1 . For the fiscal � period beginning July l, and
ending June 30, x.971 the Common Council of the City of Eugene,
Oregon is hereby authorized to levy a tax of 1,364,838 for the

purpose of paying the operating expenses of the City for said
Period of time which tax is to be in addition to and outside
the Constitutional six percent limitation upon the City's tax
levy as set forth in Article XX, pootion 11, of the Constitution
of the State of Oregon.
Section 2. The maximum rate of levy being necessary to
raise said sum of $ 1 is $ 2.23 per thousand dollars of
true cash value taxable property within the corporate limits
of the City of Eugene, Oregon..
Section 3. This measure shall become effective July 1, 1970.
The foregoing Resolution adopted this . 4th day of may, 1970.
