,A► RESOLUTION DIRECTING ISSUANCE CF VOTERS
PAMPHLET FOR SPECIAL CITY ELECTION TO BE
HELD IN CONJUNCTION WXTN THE GENERAL PRIMARY
ELECTION To BE HELD ON MAY 26 1970
BE IT RESOLVED BY THE COMMON COUNCIL off' THE CITY OF EUGENE,
A 14UNICIPAL CORPORATION OF THE STATE of OREGON, as follows:
Section 1. The Recorder of the City of Eugene is hereby
directed to prepare, print, publish and distribute a voter's
pamphlet to each elector of the City of Eugene in accordance with
the Election Laws of the State of Oregon for the special. City
election to be held in conjunction with the State primary election,
to be held on May 26, 19709 It shall contain the complete text
of the following amendments to the City Charter of the City of
Eugene proposed by initiative petition, the ballot number, caption
and statement of purpose of which is as fo,ll.ows s

Of gift Of concrete cross in Skinner's Butte Park,
to be dedicated and maintained as monument and
memorial to United Stabs War Veterans of all wars,
and naming memorial "Veterans War Memorial Cross"
desi.ghating American Legion Post 3 to provide and
affix plaque and ornamentation, and directing
control and lighting by City Park Department on
Memorial Lay, Independence Day, veterans Lay, Thanks-
giving and Christmas Season,

CHARTER AMMDMENT DELAYING NUCLEA.R PLANT CONSTRUCTION
PURPOSE: Amending Charter Amendment which authorized
nuclear power generating facilities and issuance of
not exceeding $225 mi.l.lion revenue bonds therefore
adopted by voters November 5th, 1968 by providing that
funds may not be expended by Eugene water and Electric
Board prior to January let, 1974 for design and con-
structi.on of nucioar electric generating plant except
for investment in Portland General Electric Trojan
nuclear facility, collection of safety da to and en-
vironmental studies at possible sites.

CMRTIMR AMM.1NT REQUIRING COLLECTIVE BARGAINING
AGREMENTS
PUMSEs Charter amendment requiring City of Eugene,
through its council or agents, to bargain collectively �
and negotiate written contracts with Eugene Firefighters
Local. 851, American Federation of State, County,
Municipal Employ Loca 1724A, and rep of
other appropriate employee bargaining units regarding
conditions of employment, wag hours, working condo. -i
tions, retirement, pens ions, and other benefits, es--
tablishing bargaining time schedules and procedures,
requiring settlement of disputes by compulsory binding
arbitration, and arbitration costs to be paid by City.
Section. The Recorder is hereby directed to accept and to
publish with each of the foregoing proposed Charter Amendments,
statements favoring and opposing each of said measures as shall be
submitted by interested persons, parties and organizations and
including any statement in favor or opposed to said measure to be
furnished by the Common Council of the City of Eugene
