AMENDING SECTION 2 + 896 OF THE EUGENE CODE ,• 1971, AND
DECLARING AN EMERGENCY'*

j THE CITY OF EUGENE . DOES . ORDAIN AS FOLLOWS : .
' Section 1. Subsection (1) of section 2.896 of the Eugene. Code,
11971 is hereby amended to read and provide
2'.896 Labor --Mans ement Relations - Costs.
(1) The hearings of fi ; s _costs • in conducting unfair
labor .practice hearings, bargaining unit 'determinations, certiq
f i cat ion or decertification elections, and . other functions under
sections 2.876 to 2,294 cf this code shall be determined by agree-
' men t between the city and the bargaining agents. - except that costs
of .transcripts requested of a proceeding shall be borne by the
party making the request.
Section 2 ., That the provisions contained herein concern the
. Public welfare and safety and therefore, an emergency i's hereby de--
cl.ared to exist and this Ordinance shall become effective immediately j

upon its passage by the Coirmwn Council and approval by the . Mayor
