ISSUE STATEMENT
This is an action item to ratify the recommendations of the Intergovernmental Relations (IGR)
Committee meetings of February 2, 2011, February 9, 2011, and February 16, 2011.
BACKGROUND
As a matter of procedure, the City Council is routinely asked to ratify the actions taken by the
Intergovernmental Relations (IGR) Committee. This is done by submitting the minutes of each
committee meeting to the council.
RELATED CITY POLICIES
Ratification of IGR Committee actions is the making or affirming of the City of Eugene’s policy with
respect to Federal and State legislative issues or such other matters as may come to the council from the
committee.
COUNCIL OPTIONS
The council may ratify or decline to ratify the IGR Committee’s actions as set forth in the minutes of the
committee's meeting.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends ratification of the IGR Committee's actions as set forth in the minutes of
the committee's meeting.
SUGGESTED MOTION
Move to ratify the IGR Committee's actions as set forth in the minutes of the February 2, 2011, February
9, 2011, and February 16, 2011 IGR meetings.

1. Call to Order and Review Agenda
Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order.
The committee accepted a recommendation from Ms. Wilson to review the first 11 bills on the list of
pending bills pulled by committee members and to postpone review of the remaining bills until the meeting
of February 9.
2. Review Pending Legislation
The committee reviewed a list of pending bills in the Oregon Legislature identified by members for further
discussion. Committee votes modifying the staff recommendation on legislation, if any, are recorded below:
House Bill 2712 (New)
Judge Wayne Allen reviewed the bill and recommended the committee take a position of Priority 1 Oppose.
Mr. Poling, seconded by Mr. Clark, moved to take a position of Priority 1 Oppose, on
House Bill 2712. The motion passed unanimously, 3:0.
Senate Bill 0307 (Carried over from 1/26)
Mr. Poling moved to take a position of Priority 3 Oppose, on Senate Bill 0307. The motion
died for lack of a second.
Mr. Clark, seconded by Mr. Poling, moved to monitor Senate Bill 0307. The motion
passed unanimously, 3:0.

Mr. Clark, seconded by Mr. Poling, moved to monitor Senate Bill 0541. The motion
passed unanimously, 3:0.
Senate Bill 0542 (Carried over from 1/26)
Mr. Clark, seconded by Mr. Poling, moved to take a position of Priority 3 Oppose on
Senate Bill 0542. The vote on the motion was 2:1; Ms. Taylor voting no.
House Bill 2231
Mr. Clark, seconded by Mr. Poling, moved to change the City’s position on House Bill
2231 from Priority 1 Support to Monitor. The vote on the motion was 2:1; Ms. Taylor
voting no.
House Bill 2586
Ms. Taylor moved to change the City’s position on House Bill 2586 from Priority 3 Oppose
to Priority 2 Support. The motion died for lack of a second.
Mr. Clark, seconded by Mr. Poling, moved to change the City’s position on House Bill
2586 to Priority 2 Oppose. The vote on the motion was 2:1; Ms. Taylor voting no.
House Bill 2624
Ms. Taylor moved to change the City’s position on House Bill 2624 from Priority 2 Oppose
to Priority 2 Support. The motion died for lack of a second.
Mr. Poling, seconded by Mr. Clark, moved to maintain the staff recommendation on House
Bill 2624 (Priority 2 Oppose). The vote on the motion was 2:1; Ms. Taylor voting no.
House Bill 2628
Ms. Taylor moved to change the City’s position on House Bill 2628 from Priority 2 Oppose
to Priority 2 Support. The motion died for lack of a second.
Mr. Poling, seconded by Mr. Clark, moved to maintain the staff recommendation for House
Bill 2628 (Priority 2 Oppose). The vote on the motion was 2:1; Ms. Taylor voting no.
House Bill 2358 – No change
House Bill 2846
Ms. Taylor, seconded by Mr. Clark, moved to change the City’s position on House Bill
2846 from Priority 3 Oppose to Neutral. The motion passed unanimously, 3:0.
House Bill 2966

Ms. Taylor moved to change the City’s position on House Bill 2966 from Priority 3 Oppose
to Neutral. The motion died for lack of a second.
Mr. Poling, seconded by Mr. Clark, moved to maintain the staff recommendation for House
Bill 2966 (Priority 3 Oppose). The vote on the motion was 2:1; Ms. Taylor voting no.
Mr. Clark left the meeting.
Ms. Taylor, seconded by Mr. Poling, moved to adopt the staff recommendation for
priorities and recommendations for all bills not pulled for discussion for this meeting and
the committee action for all bills that were discussed and acted on at this meeting. The
motion passed, 2:0.
3. Items from Members and Staff
Ms. Wilson anticipated she would attend future committee meetings via video.
The next committee meeting was scheduled for February 9, 2010, at 1 p.m.
Mr. Poling adjourned the meeting at 2:05 p.m.

1. Call to Order and Review Agenda
Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order.
Ms. Wilson adjusted the agenda by adding three new grant proposals under item 3 and House Bill 2167 to
item 4. She indicated she had some administrative issues she also wished to address. The CCIGR was
provided with copies of House Bill 2167 and background memorandums on the grant proposals.
2. Approval of Minutes
Mr. Clark, seconded by Ms. Taylor, moved to approve the minutes of January 26, 2011, as
submitted. The motion passed unanimously, 3:0.
3. Grant Memorandum
Ms. Taylor, seconded by Mr. Clark, moved to approve the Historic Preservation Grant
application outlined in the memorandum provided to the committee. The motion passed
unanimously, 3:0.
Ms. Wilson called the committee’s attention to the following, provided for its information: 1) a
memorandum to the CCIGR from Airport Manager Tim Doll entitled Grant Funding: DHS-TSA Electronic
Baggage Screening Program (EGSP) In-Line Support Application; 2) a memorandum to the CCIGR from
Library Services Director Connie Bennett entitled Oregon Humanities Grant Opportunity; and 3) a
memorandum to the CCIGR from Ms. Bennett entitled NEA Big Read grant opportunity.

House Bill 2646
Mr. Clark, seconded by Mr. Poling, moved to take a Priority 3, Oppose position on House
Bill 2446. The motion passed unanimously, 3:0.
House Bill 2602
Mr. Poling, seconded by Mr. Clark, moved to take a Priority 3, Support position on House
Bill 2602. The vote on the motion was 2:1; Ms. Taylor voting no.
House Bill 2142—No change.
House Bill 2709
Ms. Taylor moved to take a position of Neutral on House Bill 2709. The motion died for
lack of a second.
Mr. Clark, seconded by Mr. Poling, moved to maintain the current position on House Bill
2709. The vote on the motion was 2:1; Ms. Taylor voting no.
Ms. Wilson recalled it was past committee practice that if a member made a motion to change a position on
a bill and did not receive a second, the staff recommendation stood.
Mr. Clark, seconded by Mr. Poling, moved that the policy to stipulate that from this point
forward any bill recommendation pulled that does not receive a second, the staff
recommendation would stand. The motion passed unanimously, 3:0.
House Bill 2742
Ms. Taylor, seconded by Mr. Poling, moved to change the City’s position on the bill to
Support if Amended to include funding. The motion passed unanimously, 3:0.
House Bill 2705
Ms. Taylor moved to change the City’s position on House Bill 2705 to Neutral. The
motion died for lack of a second.
House Bill 2793
Mr. Clark moved to change the position on House Bill 2793 to Neutral. The motion died
for lack of a second.
House Bill 2352
Mr. Poling, seconded by Mr. Clark, moved to change the City’s position on House Bill
2352 to Monitor. The vote on the motion was 2:1; Ms. Taylor voting no.

Mr. Clark, seconded by Mr. Poling, moved to change the City’s position on House Bill
2609 to Monitor. The vote on the motion was 2:1; Ms. Taylor voting no.
House Bill 2917
Ms. Taylor, seconded by Mr. Poling, moved to change the City’s position on House Bill
2917 to Monitor. The motion passed unanimously, 3:0.
Ms. Wilson agreed to return with more information on the bill in the future. She announced that she had just
received word that House Bill 2602, discussed earlier in the meeting by the committee, was pulled from the
Committee agenda next week and was most likely dead.
House Bill 2040
Mr. Clark, seconded by Ms. Taylor, moved to change the City’s position on House Bill
2040 to Priority 3, Support. The motion passed unanimously, 3:0.
House Bill 2973
Mr. Clark, seconded by Mr. Poling, moved to change the City’s position on House Bill
2973 to Priority 3, Support. The motion passed unanimously, 3:0.

Mr. Clark, seconded by Mr. Poling, moved to change the City’s position on House Bill

Mr. Clark, seconded by Mr. Poling, moved to change the status of House Bill 2518 to

Ms. Taylor, seconded by Mr. Clark, moved to adopt the staff recommendation for priorities
and recommendations for all bills not pulled for discussion for this meeting and the
committee action for all bills that were discussed and acted on at this meeting. The motion
passed unanimously, 3:0.
3. Items from Members and Staff
Ms. Wilson called attention to Mayor’s Day at the State Capitol on March 2, noting that Mayor Piercy
would be gone on the United Front Trip. She suggested Mr. Poling accompany City Manager Jon Ruiz to
the event as chair of the IGR committee. In response to a question from Mr. Poling, Ms. Wilson indicated
there was no problem with all three committee members attending the event. All committee members
indicated their intent to attend Mayor’s Day.
The next committee meeting was scheduled for February 16, 2010, at 1 p.m.
Mr. Poling adjourned the meeting at 3:25 p.m.

This item was not addressed.
4. Items from Members and Staff
Ms. Wilson reminded the committee of Mayor’s Day at the State Capitol on March 2, , and asked if they
wanted to change the date or time of the IGR meeting which would normally occur that day. Councilor
Taylor suggested they discuss it at the next IGR meeting.The committee briefly discussed a concern raised
by Mayor Piercy about the number of bills that the committee forwarded to the council with split votes.
She asked the committee to keep the City’s effectiveness in Salem in mind.
The next committee meeting was scheduled for February 16, 2010, at 1 p.m.
The meeting adjourned at 2:40 p.m.
