Eugene Airport Recognized for Sustainability Efforts
The Eugene Airport’s newly constructed Aircraft Rescue and Fire Fighting (ARFF) station has been awarded LEED®
Silver certification by the U.S. Green Building Council. It is the second LEED-certified building located at the Eugene
Airport and constructed by the City of Eugene.
Construction of the 11,600 square foot building was completed in September 2010, replacing the outdated and
undersized Fire Station 12 building, and relocating the station to the north end of the airfield. The new facility features
four ARFF vehicle bays, specialized equipment storage, conference space, and living quarters for four firefighters.
Building features that contributed to
LEED Silver certification include:
Energy use to perform 21 percent
better than a basic code-compliant
building.
Water use reduction to perform 32
percent better than a basic code-
compliant building.
Improved indoor air quality through
the use of low-VOC emitting paints,
adhesives and materials.
High-efficiency lighting and lighting
control systems.
Reduced lighting load by including
skylights.
Reduced heat gain through the use
of high-performance glazing and
exterior sun shading devices.
Additional wall and roof insulation
to exceed requirements for basic code-compliant buildings.
High-efficiency heating and cooling systems, including heat recovery for the ventilation system.
More than 75 percent of construction waste diverted from landfill.
Use of local materials.
The $3.84 million project was funded through a Federal Aviation Administration (FAA) entitlement and discretionary
funds, with a five-percent airport fund match of about $192,000, provided by ConnectOregon III. The project received
State of Oregon Business Energy Tax Credits (BETC) and qualified for Eugene Water and Electric Board (EWEB)
energy savings incentives.

The project and completion of the LEED certification process was a joint effort between staff from the Eugene Airport;
the Eugene Fire & EMS Department; the City of Eugene Facilities and Information Services Divisions; RS&H, a
facilities and infrastructure consulting firm; PIVOT Architecture, a Eugene design firm; and John Hyland Construction.

Shop for a Cause: Annual Book Sale to Benefit Eugene Public Library
The Annual Friends of Eugene Public Library Book Sale will be held Saturday, April 9, 9 a.m. - 6 p.m., and Sunday,
April 10, 9 a.m. – 4 p.m., at Lane Events Center (Lane County Fairgrounds) Performance Hall. Admission and
parking are free.
Proceeds from this all-volunteer project go to support Eugene Public Library
programs and services, including Summer Reading for children and teens.
Shoppers will be able to choose from thousands of gently used and like-new
books on all topics at bargain prices of only $1.00 for most small paperbacks
and $1.50 for most hardbacks and large paperbacks. Also for sale will be
DVDs, audio books, sheet music, and a huge choice of music CDs.
Recent bestsellers will be available in the “Good as New” section, and
collectors can check for rare and specialty books in the “Individually Priced”
section. A children's area will offer a large selection of books, DVDs, and CDs
for kids. VISA/Mastercard will be accepted, as well as cash and checks.
The book sale is the Friends of Eugene Public Library's major fundraiser each
year. More than 300 volunteers work on the sale, many year-round. In 2010, the event took in more than $80,000 to
support Eugene Public Library programs and services.

Distribution Change Will Make Recreation Guide More Sustainable
The Recreation Guide, acknowledged in City surveys as the organization’s most recognizable publication, is about to
become more sustainable. Beginning this fall, the guide will no longer be mailed to all Eugene households. Instead,
those who have authorized Recreation to do so will receive an email notice with a link to
the online Recreation Guide. (Check it out at www.eugene-or.gov/recenroll.) This change
is expected to reduce the number of printed guides by up to 70 percent - saving paper,
energy, money, carbon dioxide, and waste.
Since not everyone has a computer, however, some paper guides continue to be printed,
mailed, or available for pick-up around town. This will help ensure that everyone has
access to information about Recreation activities.
This change in distribution reflects the City’s commitment to sustainability principles and to
considering the triple bottom line of environmental health, economic prosperity and social
equity in all decision-making.
To allow plenty of opportunities for everyone to learn about this big change, Recreation has
launched an information campaign that will run throughout the spring and summer,
beginning with the summer guide, the last one to be mailed to all Eugene households.
An external “wrapper” on the summer guide explains the change, how to authorize emails and register online, how to
get on a subscription list for the mailed guide, where to pick up paper copies, and provides answers to many other

National Inclusion Project Partners with City for More Recreational Opportunities
The National Inclusion Project has partnered with the City of Eugeneto implement Let’s ALL Play - Inclusion in
Recreational Programs. The partnership will help Recreation Services ensure that its facilities, programs, and
services are accessible to and usable by all people, including individuals with disabilities. As
part of this initiative, the National Inclusion Project will provide a program model, training,
expertise, and an award of $7,500.
Let's ALL Play helps bring an inclusive recreational experience to children with disabilities. It
gives children with developmental disabilities the same experience as those without. While
the City of Eugene is nationally recognized for its inclusion program, Adaptive Recreation
Manager Andy Fernandez notes, “This partnership with the National Inclusion Project will
further open the City of Eugene Recreation programs to children with disabilities, helping us
give more children the chance to participate in activities that they and their families may have never thought
possible.”
About eight percent of all local school-aged youth experience a disability that requires additional educational
services. Although numbers vary from year to year, the City of Eugene Recreation Division has seen a steady
increase in the percentage of youth with diagnosed disabilities and/or behavioral or social challenges participating in
recreational activities, camps and classes. Partnering with the National Inclusion Project will enhance the division’s
efforts to create inclusive recreation supports and programs for all youth.

Crafting Eugene: Open House Invites Feedback on Draft Envision Eugene Proposal
On March 9, 2011, the Eugene City Council unanimously accepted the Envision Eugene draft proposal and asked for
public feedback. The proposal includes goals and strategies to accommodate Eugene’s projected growth over the
next 20 years and is available on the Envision Eugene website at
www.EnvisionEugene.org. The public is invited to provide feedback through a survey
on the website or at upcoming events.
An open house will be held on April 4 from 3 – 6 p.m. in the Bascom-Tykeson Room of
the Downtown Public Library to answer questions about the proposal and gather
comments from the community. The event will feature arts and crafts projects for
children and adults. Participants can help make Envision Eugene postcards and paint
a mural, while Recreation staff will lead a children’s craft project. In addition, a public
hearing on the draft proposal is scheduled for April 25, 2011, at City Hall in the Council
Chamber.
Members of the Envision Eugene Community Resource Group helped create a short
video overview of the key “pillars” or goals in the proposal. The video will be available
on the Envision Eugene website soon, or on the City of Eugene’s YouTube channel at
