City Manager of the City of Eugene
CONCERNING THE DISPLAY OF THE POW/MIA FLAG
ON SKINNER BUTTE ON CERTAIN DATES
The City Manager of the City of Eugene finds as follows:
1. Many men and women who reside in the City of Eugene served in our country's
military both at home and abroad defending freedom, liberty and the principles
upon which the United States of America was founded.
2. Further, some of those men and women who served in our country's military' did
not return home and have yet to be found or accounted for.
3. The City of Eugene wishes to recognize and honor the commitment and sacrifice
of those men and women and encourages the citizens of Eugene to join in that
recognition.
4. Members of veterans' organizations in Eugene testified before the Eugene City
Council requesting that the POW/MIA flag be flown on Skinner Butte.
5. The members of the City Council were supportive of flying the POW/MIA flag
on Skinner Butte on six specific days of the year and agreed this was an
appropriate way to honor those who have served our country.
On the basis of these findings, I order that:
A. The City of Eugene, in honor of American veterans who are prisoners of war
(POW) or missing in action (MIA), will display the POW/MIA flag in the park area
of the south face of Skinner Butte; other City of Eugene facilities or buildings are
expressly excluded from this agreement unless a separate agreement exists for that
facility or building.
B. The POW/MIA flag will be flown on six specific dates which bear significance to
veterans, POWs, MIAs, and the families and friends of all veterans. These six dates
ar e:
a. Armed Forces Day (3rd Saturday in May)
b. Memorial Day (last Monday in May)
c. Flag Day (June 14th)
d. Independence Day (July 4th)
e. Natmnal POW/MIA Recognition Day (3rd Friday of September)
f. Veterans Day (November 11th)
C. The City of Eugene personnel responsible for raising the flag of the United States
of Ame15ca and the State of Oregon will raise the POW/MIA flag beneath the
American flag on the six dates listed. Further, the POW/MIA flag shall be stored in a
safe and secure place when not in use. The City of Eugene Public Works Department
will bear the personnel costs associated with raising and lowering the flag on these
specific dates. The veterans groups, refer to contract num~ber 2004-03508, will be
responsible for supplying the initial and any and all replacement POW/MIA flags for
this purpose.
