ISSUE STATEMENT
This is an action item to ratify the recommendations of the Intergovernmental Relations (IGR)
Committee meetings of March 9, 2011, and March 16, 2011.
BACKGROUND
As a matter of procedure, the City Council is routinely asked to ratify the actions taken by the
Intergovernmental Relations Committee. This is done by submitting the minutes of each committee
meeting to the council.
RELATED CITY POLICIES
Ratification of IGR Committee actions is the making or affirming of the City of Eugene’s policy with
respect to Federal and State legislative issues or such other matters as may come to the council from the
committee.
COUNCIL OPTIONS
The council may ratify or decline to ratify the IGR Committee’s actions as set forth in the minutes of the
committee's meeting.
CITY MANAGER’S RECOMMENDATION
The City Manager recommends ratification of the IGR Committee's actions as set forth in the minutes of
the committee's meetings.
SUGGESTED MOTION
Move to ratify the IGR Committee's actions as set forth in the minutes of the March 9, 2011, and March
16, 2011, IGR meetings.

1. Call to Order and Review Agenda
Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order.
2. Approval of Minutes
Mr. Clark, seconded by Ms. Taylor, moved to approve the committee minutes of February
23, 2011. The motion passed unanimously, 3:0.
3. Review Pending Legislation
The committee reviewed a list of bills pulled from pending legislation by committee members for further
discussion. Committee votes, if any, are recorded below:
House Bill 3034 (pulled by Taylor)
Ms. Taylor, seconded by Mr. Poling, moved to change the City’s position on the bill to
Priority 3. The motion passed unanimously, 3:0.

Mr. Clark, seconded by Ms. Taylor, moved to change the City’s position on House Bill
3506 to Priority 2 Support. The motion passed unanimously, 3:0.

Senate Bill 0900 (pulled by Taylor and Piercy) – No change
House Bill 3531 (pulled by Piercy)
Ms. Taylor moved to change the status of House Bill 3531 to Priority 1 Support. The
motion died for lack of a second.
Senate Concurrent Resolution 0013 (pulled by Wilson)
Mr. Clark, seconded by Ms. Taylor, moved to support the resolution. The motion passed
unanimously, 3:0.
Senate Bill 0559 (pulled by Wilson)
Senate Joint Resolution 0020 (pulled by Wilson)
Mr. Clark, seconded by Ms. Taylor, moved to take a position of Priority 2 Support on
Senate Bill 0559 and Senate Joint Resolution 0020. The motion passed unanimously, 3:0.
Ms. Taylor, seconded by Mr. Clark, moved to adopt the staff recommendation for priorities
and recommendations for all bills not pulled for discussion for this meeting and the
committee action for all bills that were discussed and acted on at this meeting. The motion
passed unanimously, 3:0.
4. Items from Members and Staff
Ms. Wilson solicited a volunteer to speak on behalf of legislation introduced by the City related to alcohol
impact areas. Mayor Piercy indicated she would testify if her schedule allowed it; Councilor Clark
volunteered if no other member of the committee was available.
Mr. Poling adjourned the meeting at 2:15 p.m.

Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order.
Ms. Wilson added discussion of United States Senate Bill 543 and House Resolution 1002 (Wireless Tax
Fairness Act of 2011) and Oregon House Bill 2075 to the agenda.
2. Approval of Minutes
Mr. Clark, seconded by Mayor Piercy, moved to approve the committee minutes of March
3, 2011. The motion passed unanimously, 3:0.
3. Review Pending Legislation
Mayor Piercy noted that Ms. Taylor, who could not attend the meeting, had asked her to vote in her stead.
The committee reviewed a list of bills pulled from pending legislation by committee members for further
discussion. Committee votes, if any, are recorded below:
Senate Bill 0845 (pulled by Clark)
Mr. Clark, seconded by Mr. Poling, moved to change the City’s position on the bill to
Oppose Priority 3. The vote on the motion was 1:2; Mr. Clark voting yes.
House Bill 3594 (pulled by Clark)
Mr. Clark moved to change the City’s position on the bill to Neutral. The motion died for
lack of a second.

Mayor Piercy, seconded by Mr. Poling, moved to drop the bill. The motion passed
unanimously, 3:0.
House Bill 3516 (pulled by Piercy) – No change
House Bill 2493 (pulled by Clark)
Mr. Clark, seconded by Mr. Poling, moved to change the City’s position on the bill to
Monitor. The motion passed unanimously, 3:0.
House Bill 3167 (pulled by Poling and Clark)
Mr. Clark, seconded by Mr. Poling, moved to change the City’s position on House Bill
3167 to Priority 3 Oppose. The vote on the motion was 2:1; Mayor Piercy voting no.
House Bill 2075
With the mayor’s concurrence, Ms. Wilson indicated she would draft an e-mail from the mayor to
Representative Phil Barnhart regarding the bill, which would be the subject of a work session the next day.
She noted the committee had previously taken a position of Priority 1 Support on the bill.
United States Senate Bill 543/House Resolution 1002 (Wireless Tax Fairness Act of 2011)
Ms. Wilson asked that the mayor discuss reductions to the Community Development Block Grant as well as
the impacts of Senate Bill 543/House Resolution 1002, which would impose a wireless tax moratorium, with
Senator Jeff Merkley at their March 19 meeting.
Mr. Clark, seconded by Mayor Piercy, moved to adopt the staff recommendation for
priorities and recommendations for all bills not pulled for discussion for this meeting and
the committee action for all bills that were discussed and acted on at this meeting. The
motion passed unanimously, 3:0.
4. Items from Members and Staff
The committee tentatively agreed to meet on March 30 and April 6 at 1:30 p.m.
Mr. Poling adjourned the meeting at 2:30 p.m.
