That a special election is hereby called to be held in the City of Eugene, Oregon on Tuesday, the 30th day of July, 1968, at which election there shall be submitted to the legal voters of said City fqr their adoption or rejection, the following proposed measure, tb- wi t t Proposod by Resolution of the Common Council and referred to the electors 3 Measure No. 51 AN ACT Authorizing the common Council to levy $ more in tax revenues than the city is authorized to raise by taxation with- in the six percent limitation upon the City's tax levy as contained in Article X1, Section 11 of the constitution of Oregon. THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: BE IT ENACTED BY THE ELE CTO RE OF TEE CITY OF EUG ELSE ` OREGON: Sect on. 1. For the fiscal period beginning July 1, 1968 and ending dune 30, 1969, the Commoh council of the City of Eugene, Oregon is hereby authorized to levy a tax of $330,000.00 for the purpose of paying the operating expenses of the City for said period of time which tax is to be in addition to and outside the Constitu -- tional six percent limitation upon the city's tax levy as set forth in Article XI, Section 11, of the constitution of the State of Oregon. Section 2 . The maximum rate of levy being necessary to raise said sum of $ $330,000.00 is $0e6l per thousand dollars of true cash value of taxable property within the corporate limits of the city of Eugene, Oregon. The City Recorder is directed to provide such ballots, ballot boxes, poll boxes, poll books, tally sheets, and such other supplies for each polling place as are necessary for the conduct of said election. P20 'o E �$�� I tion of a notice thereof in the Eugene Register Guard, a newspaper published in the City and of general circulation therein, and by posting notice thereof in three (3) public places in the City' of Eugene, Oregon. WHEREAS the City is steadily growing in area and population and the demand for City services is greater than the financial resources available to the City from ad valorem property taxes as limited by Article XI, Section 11 of the Oregon Constitution and the voters must authorize the levy of an additional tax of $330.0001000 to meet the City's proposed budget for services to its citizens during the 1968-1959 fiscal year, or if not authorized, then said budget must be greatly reduced, and this must be determined prior to August 1, 1968, and in order for the City of Eugene to meet its responsibilities to the citizens of the community it is hereby declared to be nece=ssary for the immediate preservation of the peace, health and safety of the City of Eugene and an emergency is hereby declared to exist and that this ordinance shall take e f fec t immediately upon its passage by the Common Council and approval by the Mayor .
